Job description
Key Responsibilities:
- Review, confer, and negotiate the terms and conditions contained in the permits he or she will write; specifically, those permits that are issued under the authority given in 15A NCAC 02Q .0500 (Federal Operating Permit Program delegated to NC) and 15A NCAC 02D .0530/.0531 (PSD/NA NSR – Federal
- Preconstruction Permit Program delegated to NC) as well as 15A NCAC 02Q .0300 (Federally approved State Construction and Operation Permitting Program).
- Provide telephone support related to the permitting program to the regulated community and other stakeholders.
- Attend pre-application meetings.
- Review and comment on miscellaneous environmental documents including Federal guidance and proposed rules.
- Perform special environmental studies as required.
The Division of Air Quality (DAQ) works with the state's citizens to protect and improve outdoor, or ambient, air quality in North Carolina for the health, benefit and economic well-being of all. Recruitment Range: $64,270 - $91,968

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Documented experience applying laws, regulations, and/or policies related to the permitting of environmental sources.- Documented experience reviewing and/or approving complex project specifications for compliance with applicable environmental laws, regulations, and/or policies.
- Documented experience providing complex engineering information, related to environmental permitting, to municipal/local officials, facility contacts, and/or the public using written and/or oral communication.
- Experience in air quality permitting.
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
"Equivalent combination of education and experience" is defined as North Carolina certification as an Engineer In Training (EIT), Engineer Intern (EI), or Fundamentals of Engineering (FE) or North Carolina licensure as a Professional Engineer (PE)* (To be considered for this position with one of these: Engineer In Training (EIT), Engineer Intern (EI), Fundamentals of Engineering (FE) and Professional Engineers (PE), you must enter their certification/license number under the Certification and Licensure section of the application.)
Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
