Division Director - Alcohol and Tobacco & Office of Special Investigations
The Georgia Department of Revenue (DOR) is seeking a Division Director to lead the Alcohol and Tobacco Division (ATD) and the Office of Special Investigations (OSI). The Division Director directs and coordinates activities of the Alcohol and Tobacco division (ATD), as well as the Office of Special Investigations (OSI), ensuring compliance with the State and Federal requirements.
This role provides leadership and strategic planning for assigned areas and programs; develops and establishes operational best practices and procedures consistent with policies of the Georgia Department of Revenue and the State of Georgia; implements the strategic direction of assigned areas and programs in alignment with the state and department’s overall strategic objectives; oversees and monitors financial functions of assigned areas; analyzes a variety of administrative operational, and fiscal matters; and formulates recommendations and proposals for problem resolution.
The Alcohol and Tobacco Division is responsible for the licensing and regulation of the alcohol and tobacco industry in Georgia to ensure proper tax collection and compliance with all laws and regulations conducted via registration, licensing, auditing, and enforcement activities.
The Office of Special Investigations serves as the primary criminal tax enforcement for the Georgia Department of Revenue with responsibility for investigating potential criminal violations involving tax fraud and theft, as well as for investigating motor vehicle title and registration fraud, internal affairs complaints, and for maintaining the physical security of the Department.
The ideal candidate will be able to:
- Plan, direct, and assist with the operational and programmatic activities of ATD and OSI
- Recommend and implement operational policies and procedures.
- Supervise management staff; establish goals, direction, and priorities; make and guide assignments; develop and coach staff; monitor work; and evaluate performance including corrective action when appropriate.
- Direct, coordinate, and administer multiple projects and contracts as well as provide the strategic direction for the organization.
- Participate in the planning, coordination, development, and implementation of long-range workforce goals and objectives
Entry Qualifications
Bachelor’s degree from an accredited college or university in a related field AND six years of experience managing professional level staff
~ OR Ten years of related professional experience with six years of experience managing at the level equivalent to the area of assignment
~ OR Six years of experience at the (Assistant Director) or equivalent position
NOTE: An equivalent combination of education and job-specific experience that provide the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Priority Consideration: In addition to meeting the minimum entry qualifications above, current state employees working in a law enforcement position will receive priority consideration for an interview.
Required Skills & Experience
- Experience working in Law enforcement and criminal investigations.
- Experience adapting to changes in business objectives and leveraging relationships to achieve short-term and long-term objectives.
- Demonstrated ability to work with others to lead and affect process changes and improvements.
- Demonstrated success managing operational and programmatic activities at the Senior Manager level or above.
- Experience effectively directing the work of others to train and evaluate the productivity and performance of team members.
- Experience developing budget projections, implementing programs, and monitoring strategies.
Preferred Qualifications
- Project Management experience.
- Experience making presentations in public forums which would include public speaking, administrative hearings and courtroom testimony, and training environments.
- Leadership experience within a government office.
Position Status & Pay Grade: Unclassified – Pay Grade SE
Hiring Range: $120,000 - $131,000

Location: Georgia Department of Revenue Agency Headquarters: 1800 Century Blvd NE, Atlanta GA, 30345 *This vacancy requires office hours of 8am – 5pm, Monday – Friday. A telework option is contingent upon demonstrated proficiency after training and is subject to change based on DOR policies and ability to meet performance expectations.
