POSITION SUMMARY: The Director of Procurement Operations is responsible for leading and managing all procurement project management, purchasing, and expediting activities. This position will lead all home office and field assigned procurement project teams. The Director of Procurement Operations will interact with Enterprise Leadership across the organization, Joint Venture Partners, Customers and Suppliers. The Director will oversee all processes & procedures, talent planning and administrative functions for the group.


RESPONSIBILITIES:

  • Owns all aspects of procurement project management, purchasing and expediting for the enterprise.
  • Develop group goals and lead all procurement teams to achieve those same goals.
  • Prepares and administers Procurement Project Management, Purchasing, Expediting policies and procedures.
  • Maintains identification of all company Procurement Project Managers, Purchasing, and Expediting home office and field personnel, and administers and provides recommendations for project assignments with project leadership teams.
  • Responsible for the development of training programs to support the functions and services provided by the Department and coordinates the training of all company personnel performing these activities.
  • Meets regularly with Enterprise Leadership to identify services needed to support their Operating/Business Plans and to determine customer satisfaction.
  • Work with strategic suppliers to enhance project delivery.
  • Responsible for the administration oversight, talent planning, talent development, support and training of personnel performing the following functions: Procurement Project Management, Purchasing and Expediting.
  • Develop and present the Business Plan and group Budget for review with Department Management. On a regular basis, monitor and report on adherence to the plan and budget.
  • Prepares management level reports on project procurement performance for presentation to Department and Enterprise Leadership.
  • Conducts Performance Management evaluations and appraisals of home office Department employees and monitors evaluations and appraisals of Department field personnel.
  • Interacts with joint venture personnel and customers, as required, to support procurement activities.

REQUIREMENTS:

  • Bachelor’s degree
  • 10+ years of experience in a procurement environment
  • 5+ years managing a team of individuals
  • Experience with industrial construction projects
  • Project management skills for cost & schedule oversight
  • Willingness to travel to supplier facilities and project sites 10-25% of work schedule
  • Strong verbal, written and presentation communication skills
  • Sound understanding of contract formation and contract terms & conditions
  • Critical thinking acumen
  • Strong negotiation skillset
  • Proficient with Microsoft Office Suite
  • Ability to learn and become proficient in other software applications.
  • Comfortable managing multiple tasks concurrently
  • Must be able to organize and oversee execution of the activities of others.
  • Must be effective in a work environment with frequent changes and challenging deadlines
  • Must possess the strategic vision, creativity, and discipline to produce results with limited external direction
  • Must be comfortable with a collaborative, team-focused environment

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in either Engineering, Business or Supply Chain
  • Master’s Degree
  • Experience with Engineering, Procurement & Construction (EPC) industrial projects
  • Experience managing Senior Level Managers
  • Proven ability to develop talent

PHYSICAL DEMANDS Employee will be required to communicate in person, via telephone, and email. Arm/hand steadiness, manual dexterity, finger dexterity, multi limb coordination, oral expression, and comprehension are required. May be required to lift, carry and move small objects safely. Must be willing to work in a hands-on environment.


WORK ENVIRONMENT Will work in a general office environment in Zachry’s San Antonio home office. Must be able to function effectively in a fast-paced work environment. Must possess a vision (corrected or uncorrected) that allows for clear visibility when utilizing desktop computers or reading paper documents.
