Description:

Basic Function

Directs the preparation of METRO’s Annual Business Plan and Budgets including the Operating Budget, Debt Budget, and Capital Budgets. Directs preparation of long-term Capital Improvement Plan and Long-Range Cash Flow Forecasts. Monitors adherence to budgetary goals, restrictions, and limits. Ensures METRO budgets and approved headcount are sufficient to operate METRO’s services efficiently and safely. Responsible for budgeting METRO’s Revenue Budgets including Sales Tax, Grants, and Farebox revenues. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved
  • Responsible for developing policies, guidelines and procedures for budgeting, and fare structures.
  • Analyzes and reviews METRO’s department level operating budget requests.
  • Directs the administrative support for the Authority’s Fuel Hedging program and directs preparation of the Fuel Hedging Report.
  • Monitors, reviews, and approves expenditures and budgetary transfers for compliance with approved appropriations and procedures. Recommends approval of all budget transfers to senior management for those in excess of policy limits.
  • Approves top level Shopping Carts and Purchase Order change requests.
  • Assesses financial impact of capital and operating decisions in light of cost control, asset utilization and sustainability, and makes recommendations to senior management and the Board of Directors.
  • Directs the preparation of the Monthly Board Performance Report which includes budget analysis and indicators of operational efficiency.
  • Supervises preparation of statistical information for the annual comprehensive financial report and bond disclosure documents.
  • Provides excellent customer service to METRO internal and external customers.
  • Promotes safety awareness and other employee safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in accounting, Finance, or Business Administration is required. Master’s degree preferred.

Years & Experience Required

Minimum eight (8) years’ experience in budgeting, financial reporting, fare policy or economic analysis is required; To include five (5) years in a supervisory/managerial position.

Knowledge & Skills Required

Strong analytical abilities are required for fact-gathering, issue identification, and economic and operational analysis. Strong communication (written/verbal), negotiation and interpersonal skills. CPA certification preferred.

Job Type: Full-time

Pay: $115,154.00 - $184,143.00 per year
