Position Summary
The Director of Regulatory Policy is a trusted partner of the Vice President of Regulatory Policy and Interconnection on all aspects of regulatory policy and government relations for Armstrong Utilities, Inc., Armstrong Telephone Companies and Armstrong Telecommunications, Inc.. The mission of this position includes:
- Working with corporate and local management to ensure positive relationships with local, state and federal regulatory agencies;
- Understanding new policies and regulations;
- Communication of and ensuring compliance with the operational and financial impact regulations on Armstrong;
- Ensuring Armstrong Business is top of mind for opportunities arising from stakeholder engagement

What You’ll be Doing
You’ll do a lot of great things in this role and have the opportunity to expand into other areas, but the key responsibilities you can expect to perform on a regular basis include:
- Cultivates and maintains strong relationships with regulators, legislators and government officials who have the greatest risk / potential of creating material impacts on the company's operations and performance.
- Assist in the development of written, visual, and verbal messages to be delivered by General Managers and other company leaders advocating Armstrong’s public policy positions at the local, state, and federal level. Capable and ready to deliver those messages as either trainer, advisor, or Armstrong representative when called upon.
- Provide information and bring awareness about Armstrong and its services, work, and goals to governmental organizations.
- Develop internal communications on complex public policy issues that inform strategic decisions of the leadership team.
- Research public policy proposals and works cross functionally to analyze their financial and operational impact.
- Assists in the regulatory compliance, approval, and expansion process to ensure that Armstrong maintains an effective operational relationship with communities and is perceived as a respected corporate citizen by regulatory authorities at the local, state, and federal level.
- Keeps abreast of events and issues relevant to Armstrong’s service area through monitoring various media communications, newspapers, etc.
- Assists in various phases of government relations and plans and organizes campaigns toward attaining company goals. Advises on, and coordinates the formation of, organization's position on proposals.
- Works in concert with senior management in setting the short- and long-term strategic objectives necessary to achieve profits, growth, or other goals of the organization.
What Sets You Apart?
- Bachelor of Science required in a related field such as Business or Communications; advanced degree in Public Administration, Law, or Business preferred
- 10+ years relevant experience in the telecommunication and/or broadband industry
- Direct experience advocating complex public policy positions to public officials (both elected and unelected);
- Excellent communications skills, including being comfortable in public speaking or other engagements with governmental officials
- Ability to analyze and present complex topics clearly to senior management
- Strong research skills and advanced computer presentation skills
- Willingness to educate, train and develop management to enable them to make strategic decisions regarding advocacy priorities
- Excellent internal and external relationship building skills
- Basic financial acumen
- Excellent project management skills and ability to manage multiple projects and competing priorities
- Exemplary work ethic and ability to maintain confidentiality
