POSITION SUMMARY

The Director of Human Resources oversees and directs all HR functions at the college as well as provides consultation to management on strategic staffing plans, compensation, benefits, training and development, budget, and employee relations. Under direction of the Chief Financial and Administrative Officer, this position is responsible for making sure the institution complies with all federal and state laws pertaining to all human resources policies and practices.

This position serves as the college’s chief HR officer. The Director of Human Resources is responsible for the oversight and management of all human resource functions for the College, including employment, classification and compensation, employee relations, training, and benefits administration. Additional responsibilities include supervising all assigned direct and indirect reports. Job responsibilities require a broad knowledge of human resource field, state and federal laws and regulations regarding employment, wage and hour, leaves, etc., as well as the ability to communicate effectively verbally, and in writing.

Results are defined by the institution and departmental strategy, mission, and vision. Daily tasks are performed independently, by applying established standards through a broad and deep knowledge base of work acquired from several years of experience in a particular area. Many activities are performed collaboratively with Executive Staff and other support functions for implementation of policies and procedures, and efforts to recruit and hire employees. Problems in this position are varied, often complex, and involve multiple constituencies, often with competing priorities. Decisions have significant, broad implications for the management and operations of a department and overall strategy and direction of the entire college.

DUTIES & RESPONSIBILITIES

This position will perform the following:

  • Directs the creation and implementation of employee development programs, employee orientation and training programs, benefits plans, policies and guidelines, system management procedures, equal opportunity employment and affirmative action programs, and employee records and documentation policies.
  • Effectively plans, designs, develops, and evaluates human resource related initiatives that support the institution's strategic goals.
  • Leads performance management, talent assessment, and effective employee relations.
  • Supervises all assigned personnel including interviewing, hiring, and training employees; planning, assigning, and directing work; rewarding and disciplining employees or making such recommendations to the appropriate manager; addressing complaints and resolving problems.
  • Provides consultation to appropriate management regarding implementation of policies and procedures, safety of the workforce, recruiting and hiring high-performing employees, and labor, legislative and other human resources issues.
  • Evaluates the effectiveness of human resource-related programs and policies, through compiling and analyzing data as well as prepares and distributes various reports on HR metrics to ensure needs are met.
  • Ensures compliance with federal, state, local laws, and industry regulations as well as advises appropriate managers on legal implications of HR issues related to discipline and employee grievances.
  • Maintains classification/compensation system; research and confer on placement for new hires; conduct and respond to reclassification reviews and salary surveys; analyze information, provide reports and make recommendations; develop job descriptions that are current and accurate.
  • Prepares and interprets required Federal, State, and institutional reports, including staff diversity reports, IPEDS and HEPC statistical and narrative reports, Chancellor's Office reports, notice of appointment documents and other materials.
  • Plans and oversees the Human Resources department and organization wide training and development budget.
  • Oversees the performance management and promotion system; updates and maintains records. Provides advice to institutional administrators and supervisors in preparing evaluations.
  • Make presentations to the Board of Governors, as necessary or requested by the President.
  • Assists in preparing strategic plans, program reviews, the Compact and other plans and reports as assigned.
  • Oversees the institution's core HR systems. Attends workshops and meetings; serve on institutional committees as directed.
  • Performs related/other duties as assigned.

MINIMUM QUALIFICATIONS

Education

  • Bachelor's degree in Human Resource Management, Business Administration or a related field is required.
  • Master's degree in Business, HR Management, Personnel Administration, Communications or related field is preferred.

Experience

  • 5 years of human resource management experience required with experience in public or higher education human resources preferred. Prior supervisory experience of a single unit with multiple employees is required.

Knowledge, Skills, and Abilities

  • Knowledge of principles, methods, and techniques of Higher Education Personnel Administration
  • Knowledge of provisions of related state code and policies.
  • Knowledge of federal and state law and decisions pertaining to human resources and affirmative action.
  • Knowledge of principles of compensation analysis and administration.
  • Knowledge of human behavior and relationships.
  • Knowledge of Title XII, ADA, OSHA, disability and worker's compensations laws, rules and regulations.
  • Knowledge of institutional organization, operations, mission, policies, and objectives.
  • Knowledge of budget preparation, oversight and control mechanisms.
  • Ability to incorporate the use of technology in performing presentations.
  • Ability to plan, organize and direct the activities and operations of the Human Resources operations.
  • Ability to develop, coordinate and maintain information management systems for Human Resources.
  • Ability to perform professional and analytical human resources tasks.
  • Ability to understand, interpret and apply policies, laws, rules and regulations.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to lead or assist with investigations.
  • Ability to exhibit interpersonal skills using tact, patience and courtesy.
  • Ability to prepare reports and make recommendations.
  • Ability to assign, train, supervise, and evaluate the work of others.
  • Ability to establish and maintain cooperative and effective working relationships with others.
  • Ability to exercise initiative and independent judgment.
  • Ability to manage confidential matters with tact and diplomacy.
  • Ability to work various hours including evenings and/or weekends.
  • Ability to utilize computers, software, and technology.

  • Ability to plan, schedule, and organize workload and projects, ensuring timelines are met.
  • Ability to travel to state-wide conferences and meetings.

Licensure/Certification Required

  • HR Certification to include at least one of the following: SPHR/PHR, SHRM-CP/SHRM-SCP, CCP, CSP or IPMA-CP is preferred. If the selected candidate does not have one of the above listed certifications, then the individual will have one year to complete.
  • Valid driver's license.

Pay: $68,000.00 - $88,500.00 per year
