The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.
Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.
DCH is currently seeking a qualified candidate for the Deputy, Executive Director position in the Service and Delivery Department within the Medical Assistance Plans (MAP) Division. The MAP Division, which accounts for approximately three billion dollars annually of the State's budget, is dedicated to advancing the health, wellness, and independence of those they serve by providing access to quality care and resources statewide to approximately 1.7 million Georgians. The position reports directly to the Executive Director of MAP and is based in Downtown Atlanta, GA (Fulton County). This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.
Job Responsibilities
The Deputy Executive Director, Service Delivery & Administration is responsible for the proper distribution of all MAP’s programs through managing member and provider information, customer inquiries, and the waiver process. They are also responsible for handling the CMO contracts and compliance as well as creating and maintaining relationships with CMOs
Essential duties and responsibilities:
- Ensures that provider services, MAP programs, and managed care processes are properly delivered and administered;
- Works with case management to provide oversight and consultation;
- Interacts with vendors that perform onsite evaluations, review reports, and score/rank them with policy unit;
- Develops provider recruitment strategy;
- Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees;
- Manages human resources and directs administrative activities;
- Conductions or participates in the development, review, revision, interpretation, and/or implementation of policies, procedures, standard, and guidelines;
- Coordinates compliance with rules, regulations, and policies;
- Coordinates interaction between department, agency, and facility operating units, other programs and/or external customers as appropriate;
- Ensures efficiency, effectiveness and accuracy of all functions through the use of computer systems, management controls, and sound organizational structure;
- Oversees the development and on-going management of one or more programs or projects consistent with agency goals and objectives;
- Participates in the planning, coordination, development and implementation of long-range goals and objectives;
- Plans, administers, and controls the budget;
- Develops and implements the division’s strategic goals in accordance with the mission of the agency;
- Develops and manages operating budget as a tool to accomplish division and agency objectives;
- As delegated by the Director, manages fiscal and other administrative functions.
Minimum Qualifications
Bachelor's degree in a related field from an accredited college or university AND Six years of experience managing professional level staff OR Ten years of related professional experience AND Six years managing at the level equivalent to area of assignment OR Six years of experience required at the lower level Sr Mgr 2, Business Ops (GSM013) or position equivalent.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications:
- Strong background in Healthcare, Public Administration, or other related field
- Knowledge and understanding of DCH's fee-for-service and managed care offerings
- Ability to establish and maintain effective working relationships with providers, CMOs’, agencies and vendors
- Knowledge and understanding of federal laws and policies impacting low income populations, including Title 19 and Title 21 continuum and understanding of post-ACA for Medicaid and CHIP
- Strong understanding of federal, state and CMS policies and regulations
- Strong knowledge and understanding of CMS requirements and reporting procedures
- Demonstrates knowledge of the various types of waivers offered by the Georgia DCH
- Strong knowledge related to health insurance premiums and claims/billing
- Experience serving as a business owner of contracts with third-party vendors or sister agencies
- Demonstrated experience identifying and interpreting data and information relative to market trends as well as program impact against objectives
- Experience using performance metrics and data to achieve outcomes and attain goals and continuous improvement methods aimed at better outcomes
- Ability to participate in statewide planning efforts to improve the costs and quality of health care services to Georgians and decide what policies, programs, and budgets are needed to achieve department goals
- Experience defining and implementing a strategic plan at and evaluating it against success metrics
- Demonstrated experience producing project plans for new initiatives and directing staff to execute projects on time, and on budget
- Ability to guide team, manage performance and build a collaborative work environment
- Experience engaging in staff recruitment and retention activities as well as developing staff/unit/division and team
