Job description
HCH Enterprises, LLC is seeking an experiencedData and Quality Analyst to join our team of qualified and diverse individuals in support of the Rhode Island EOHHS Analytics team.
The Data and Quality Analyst will focus on the Money Follows the Person (MFP) project and will use a variety of datasets as needed. The analyst will perform data quality measurement and metric generation, data aggregation into quality performance indicators, and data interpretation, as well as develop various data reporting structures and formats. The ideal candidate will have strong Power BI and SQL skills and will be familiar with Microsoft Access.
Local candidates preferred as position will be required to report to the state office located in Cranston, RI on a hybrid basis.
Responsibilities include but are not limited to:
· Use SQL programming skills to perform data transformations, merge datasets, filter data, create tables, and perform basic to advanced analytics.
· Develop models, visualizations, and reports of EOHHS data in Microsoft Power BI.
· Become a subject matter expert for various sources of data, such as the MFP database, nursing home Minimum Data Set, custom case management data, and Medicaid claims data.
· Track and report on program data for use by staff in monitoring program activity, guiding program development, and completing internal reports.
· Participate in development and implementation of the MFP quality plan that will be part of the program’s Operational Protocol.
· Report MFP-specific data on the Home and Community Based Services (HCBS) Quality Measure Set
· Monitor and report on critical incidents related to MFP participants
· Coordinate with State staff to produce Transformed Medicaid Statistical Information System (T-MSIS) reports for MFP enrollees and monitor accuracy and completeness of data submission.
· Create reports related to Long-Term Services and Supports
· Prepare and maintain the early warning tool to generate MFP program referrals and monitor effectiveness of the tool.
· Provide technical assistance to users of the MFP Access database and monitor data entry.
· Assist with the transition away from Access databases to other platforms, which may be managed either internally or by a vendor.
Qualifications
Education:
- Bachelor’s degree in a quantitative field (Health Policy, Health Economics, Statistics, Medical Informatics, Epidemiology, or similar) or equivalent work experience may be substituted in lieu of a degree requirement.
- Master’s degree preferred.
Experience:
- 3+ years of experience conducting data analysis focused on measuring healthcare performance and reporting results to stakeholders.
- Experience integrating various sources of data into useful reports
- Proven expertise in healthcare, more specifically having worked with healthcare claims data, Minimum Data Set data, or other complex real-world datasets.
- Knowledgeable about Medicaid claims data
Skills & Abilities:
- Proficient in Power BI, SQL, Excel, and Access
- Strong ability to investigate data to find patterns and trends.
- Ability to communicate with both a technical and a non-technical audience
- Ability to manage multiple competing priorities.
- Ability to produce high-quality reports when working under short deadlines.
- Capacity to work independently, and as a team member.
- Detail-oriented and have excellent verbal and written communication skills, leadership skills, and organizational skills.
This is an onsite/hybrid position. Candidate must be available for onsite work.

Pay: $89,000.00 - $98,000.00 per year
