Job Duties
- Contract Development — Prepare contract assemblies and scope of work to meet scheduled advertisement for maintenance Administrative Service Contracts. Develop cost estimates and material quantities to be included in ASD contract assemblies. Prepare and track various documents, reports, databases and correspondence related to contracts. Assist in the preparation of maintenance schedules and monitor contract performance once work has begun.
- Contractor Oversight Provides daily oversight of contractor activities in support of the district's contract administration responsibilities. Conducts field reviews of work in progress, work completed, and frequent and random field reviews to assess general conditions of assets. Communicates with the contractor, VDOT staff or others on status of work, unusual events or to consult for technical assistance. Reviews and recommends actions to the District concerning contractor work and reporting plans as required in maintenance contracts and other contractor proposals.
- Contractor Performance Ensure services are delivered in accordance with contract price, terms and conditions. Certify receipt of services billed when delivered in accordance with contract terms and conditions. Monitor contractor work performance to ensure compliance with contract requirements, with special emphasis on timeliness requirements, and report contractor performance problems to management. Assure contract terms and conditions are not extended increased, decreased or modified without management approval. Conduct monthly meeting with contractor and VDOT staff to review performance issues and discuss contractor responses for remedial actions.
- Budget — Monitor expenditures within recognized financial operations systems used within the agency. Review submitted invoices for accuracy and approve as services received- Analyze expenditures for trends and anticipate funding issues in order to make adjustments.
- Work Programs — Review contractors work plans, provide guidance, and if needed, strongly encourage contractor to adjust the work plan to meet the maintenance needs as determined by regional coordinators, with input from local VDOT staff. Provide reports to residency or district staff on major work activities and advise on any issues with the work plan. Conduct meetings with contractors and VDOT representatives to review progress in relation to outcomes and performance targets specified in contract.
- Public Information — Serve as public information contact for the contract in assigned area. Request information from contractor and monitor for timely response to ensure prompt response to citizen or others. Develop agendas for quarterly meetings and serve as facilitator.
- Incident Management — Provide direct supervision and management of contractor supervisors and supplemental District Staff during incidents and/or Emergency Operations. Perform Emergency Assignments as required due to inclement weather. special events, terrorist activities, or other circumstances as DA and/or IMO Manager man-date.
- Compile work plans and enter lane closures into LCAMs System.
- Additional duties may include but not limited to managing VDOT owned and leased equipment and reviewing bridge repair priorities.
Minimum Qualifications
- Experience updating and maintaining a variety of records, as well as analyzing and

Preferred Qualifications:
- Experience developing contract specifications and engineerjng estimates.

- Knowledge of the Construction Division's contracting practices and methodologies.
- Knowledge of Virginia's Procurement Act and federal and state permits related to highway

advertised rates of pay may or may not align with the Commonwealth pay bands.
