Transit Contract Program Administrator I
In this position you will support the coordination and monitoring of the transit services for Mountain Metropolitan Transit’s fixed-route and paratransit operation. This position also ensures program compliance with Federal, State, and local rules, regulations, and standards.
Essential Job Functions- the basic job duties an employee must be able to perform:
- Develop scopes/statements of work for transit projects, provide contract compliance, monitor key performance indicators, track and assess liquidated damages, and ensure Mountain Metropolitan Transit’s Policies and Procedures are being followed.
- Create, update, and present key performance indicator reports for staff, management, and outside agencies.
- Demonstrate expertise and provide technical support in the application of Federal, State, local rules and requirements.
- Develop and maintain project budget and financial information. Monitor and track expenditures to ensure compliance within program budgets.
- Recommend and implement approved policies and procedures.
- Provide technical support for related Federal Transit Administration (FTA)/Department of Transportation (DOT) rules and regulations for fixed-route and paratransit operations.
- Effectively communicate and work with other transit work groups to achieve transit goals and objectives.
- Monitor program performance using available tools and technologies. Conduct regular site visits to ensure contract compliance.
- Monitor fixed-route and paratransit complaints and inquiries. Respond where appropriate and ensure contractors correct issues.
- Review and respond to contractor “incident” and “safety and security” reports. Follow up with contractors on corrective actions.
- Participate in meetings for special events, road construction, road closures, etc. to assess its impact on transit services. Communicate impacts with contractors and city staff.
- Evaluate program effectiveness in meeting community needs and requirements.
- Utilize analytical data, key performance indicators, and expertise to provide recommendations for service improvements.
We are looking for candidates who demonstrate:
Knowledge of:
- Principles and practices of program development, implementation, and management
- Procedures, methods, and techniques of budget preparation and control
- Pertinent federal, state, and local laws, codes, and regulations
- Methods and techniques of data collection
- Modern office technology and software, including Microsoft Office Suite (Word, Excel, Power Point, and Outlook)
Ability to:
- Recommend and implement goals and objectives for service delivery
- Evaluate and develop programs that meet community needs
- Ensure program compliance with mandated policies, procedures, rules, and regulations
- Prepare and administer assigned program budgets
- Use independent judgment to make reasonable decisions and recommendations
- Communicate clearly and concisely, verbally and in writing
- Establish and maintain effective working relationships with employees, contractors, and community groups
- Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, community development, social sciences, or other related field
- One year of full-time professional program administration experience
Additional appropriate education may be substituted for the minimum experience requirements.
- Experience working with public transit operations, paratransit services, and/or fixed-route services
- Experience monitoring program compliance
- Experience working with Trapeze, Route Match, or other similar transportation management systems
