Description of Job


The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. DOI regulates and monitors the insurance companies in Colorado, as well as insurance agents, making sure everyone is following the law.

The Colorado Option Program work unit supports the implementation of HB21-1232 that established the Colorado Option which is an innovative model for health insurance that promotes competition and health equity by combining several key components: standardized benefits plans; a premium reduction target requirement; regulatory and programmatic mechanisms as a backstop to ensure providers, hospitals, and health insurance companies meet those targets; and state subsidies to lower out-of-pocket costs for individuals and families enrolling in coverage through the state’s exchange - as well as for those not currently eligible for federal subsidies under the Affordable Care Act (ACA). DOI has new and existing programmatic and regulatory authorities to support the premium reduction targets as a backstop if health insurance companies and providers do not reach the established targets, which includes requiring changes to filed plans and provider contracts, levying fines on hospitals, and requiring additional public hearings. This work unit is responsible for ensuring that Colorado consumers save money on their health insurance by facilitating the public hearing process when a health insurance company failed to meet the premium reductions outlined in the HB21-1232. This work unit is critical in establishing and facilitating a fair and transparent process for consumers, health insurance companies, and providers.

Position: SFA 4316

This position coordinates, supports, and manages all logistics related to the policy and operational implementation for the Colorado Option Program created through HB21-1232, which requires the division to implement a standardized health benefit plan with a culturally responsive provider network and required premium rate reductions to create more affordable and better-quality health insurance options for consumers. The division has new regulatory authority to support the premium reduction targets if health insurance companies are not able to reduce premiums for consumers, which includes requiring changes to filed plans and provider contracts, levying fines on hospitals, and requiring public hearings. This position manages all planning and logistics for the Colorado Option public hearings, including implementing the steps related to the public hearing procedures; managing and distributing all hearing communications; coordinating between the division, governmental and nongovernmental stakeholders; coordinating with division staff, Colorado Option staff, and the Commissioner to ensures full compliance with statutes in all hearing operations and communications, and maintaining the Colorado Option website.

Duties include, but are not limited to:


  • Supporting the establishment and maintenance of regulatory processes that require Colorado’s healthcare industry to offer more affordable health insurance options;
  • Supporting the Colorado Option director in implementing and executing new regulations and a public hearing process by studying existing regulations and processes in Colorado and other states, and consulting with national experts and local stakeholders;
  • Executing all public hearing logistics including scheduling, communicating/providing notices, filing management, and coordinating the final hearing decisions from the Commissioner of Insurance;
  • Maintaining the hearing process and procedures to ensure that hearings are executed according to state regulations and best practices on a yearly basis;
  • Providing communication, including verbal and in writing, distributing hearing notices, compiling the hearing record, and managing correspondence between stakeholders;
  • Creating and maintaining the file management system for the hearings, which includes notices, collected evidence, testimony, and any other pertinent document associated with the hearings;
  • Managing the collection and storage of testimonies and written documents at the hearings;
  • Posting public notice of each hearing on the Colorado Option website, and identifying other channels to inform the public of the hearing dates and how to participate in those hearings;
  • Supporting the Colorado Option director with research, analysis, and assistance in preparing presentations.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


MINIMUM QUALIFICATIONS (MQs):

  • Four (4) years of administrative experience in an office environment performing all of the following functions:
    • Experience providing customer service both in person, by phone and electronically;
    • Experience managing multiple projects, competing interests and/or multiple calendars, including updating frequently changing schedules;
    • Experience acting as a point-of-contact between various stakeholders;
    • Experience reviewing, analyzing, and interpreting documents to ensure completeness, correctness, and that they are in compliance with laws, rules, policies, and procedures.

SUBSTITUTIONS:
  • A bachelor’s degree from an accredited college in a field of study related to the work assignment will substitute for the experience on a year-for-year basis.
  • Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications:
  • A master’s degree in public health, public administration, or public policy;
  • Demonstrated experience working with highly confidential information;
  • Knowledge of and experience working with procedural law;
  • Experience reviewing and analyzing procedures and making recommendations on improvements;
  • Demonstrated experience organizing meetings, including dates and times, space, resources, preparing materials, and managing frequently changing priorities and schedules;
  • Demonstrated experience working in the health insurance or health care industries;
  • Demonstrated experience managing documents to be share with staff members and the public.
