Investigates and processes County ordinance and regulation violations.
Essential functions are fundamental job duties. They do not include marginal tasks which are also performed but are incidental to the primary functions. Assists in and investigates complaints of suspected or reported violations of applicable County Land Development Codes and other applicable ordinances, codes and laws; makes site inspections, takes evidentiary photographs and gathers an assortment of information to support a successful investigation.- Prepares a variety of written reports, memos, correspondence and logs related to enforcement activities.
- Provides verbal and/or written instructions, suggestions and recommendations to contractors, developers, property owners and other interested parties regarding changes needed to facilitate voluntary resolution of non-compliant activities; may issue citations and corrective notices to violators.
- Monitors and enforces a variety of regulation related to zoning, land use, public nuisances, unsafe structures, stormwater and unlicensed contractor complaints; patrols areas of the county to detect violations.
- Performs research and investigative work in determining legal ownership of subject properties and extent of violation and non-compliance.
- Presents cases to the Board of County Commissioners and Special Magistrate; represents the County in judicial and/or quasi-judicial proceedings or hearings as a witness.
- Maintains records; prepares accurate and complete reports; builds activity files suitable for presentation in disciplinary, judicial and/or quasi-judicial proceedings and/or hearings.
- Works in close cooperation with other enforcement staff, other county departments and outside agencies to determine the nature and extent of violations and appropriate remedies.
- Interacts with the public in an effective and courteous manner.
- Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
- May have a role in the County’s disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
- Must be able to meet minimum attendance standards.

ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS:
The physical requirements are that of medium work and include exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work requires some physical exertion, such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching stooping, stretching reaching or similar activities; or recurring lifting of moderately heavy items up to 50 pounds. The work may require specific, but common, physical characteristic and abilities, such as above average agility or dexterity. Required to operate a motor vehicle to visit job sites and conduct inspections.
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. Requires the ability to differentiate between colors or shades of color.
Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.
ENVIRONMENTAL CONDITIONS:
The work environment involves moderate risks or discomforts that require special safety precautions and/or is exposed to one or more disagreeable conditions such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odor, dust, etc. at least 25% but less than 50% of the work time.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of state law and municipal/county ordinances and the means by which to access such; investigation methods and techniques; reading and interpreting aerial photographs, maps and construction plans.
Required to operate a personal computer, iPad, laptop, smart phone and word processing, spreadsheet and database software applications. Requires creative and business proofreading, editing, writing and research; verbal communication; public speaking.
Required to inspect items for proper length, width and shape; identify degrees of similarity in form; visually read various forms of information; make arithmetic computations and tabulations accurately and with reasonable speed; interpret current legislation, rules and regulations relating to code enforcement and related programs; enforce codes and regulations in a firm, tactful and impartial manner; effectively represent the County and the department in answering questions, responding to inquiries, providing assistance, and dealing with concerns from the public, community organizations, other County staff and other agencies; express ideas effectively both, orally and in writing; establish and maintain effective working relationships with officials or other County departments, representatives of private organizations, employees, and public.
A four-year high school diploma or its educational equivalent; supplemented by one (1) year of progressively responsible experience in code enforcement, planning, zoning, construction management, architecture, engineering or in an environment that has provided a working knowledge of various types of codes, ordinances, laws and/or regulations; OR an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be computer literate. Experience with Microsoft Word, Excel and Outlook is required. Experience with Microsoft Access is preferred. Experience with code enforcement software is preferred. GIS or plan reading experience is preferred.
LICENSURE AND/OR CERTIFICATIONS:
Requires a valid driver license at the date of hire and maintain said license while employed in this position. May be required to obtain a Florida Association of Code Enforcement (FACE) Level I Certification.
