Global Science & Technology, Inc (GST), a growing scientific and high technology company, is seeking an Assistant to the Office of Space Commerce (OSC) Chief of Staff (COS) to support the NOAA/NESDIS Business Operations Support (BOS) Task Order.
This position is located in Silver Spring, MD, but is temporarily approved for telework due to Covid-19. A hybrid model of onsite and telework each week will likely be put in place in the coming months.
Position Summary:
- Organizational skill to oversee and manage multiple, simultaneous work streams and ensure business process efficiency
- Strong research and analytical skills
- Strong written, verbal, and interpersonal communication skills, with experience composing, editing, coordinating, and reviewing senior-level memoranda, talking points and briefings, ensuring consistency of formatting and messaging
- Mastery of Microsoft PowerPoint and Google Slides
- Proficiency with Microsoft Word (including Track Changes mode) and Google Docs (including Suggesting/Commenter Mode)
- Proficiency with cloud-based file sharing, organization, and management (e.g., Google Drive)
- Proficiency with Google Sheets (including conditional formatting), SmartSheet, and/or other task management software
- Ability to learn new IT systems quickly
- Proficiency in travel arrangement, logistical planning, and support
Primary Duties:
Research and Analysis
- Research and analyze current and future management issues and options relevant to OSC, coordinating with Chief of Staff to provide senior leadership with recommendations.
- Through research, writing, and analysis, develop draft OSC positions, recommendations, policy documents, and supporting materials for interagency negotiations and dialogue.
- In coordination with Chief of Staff and agency leadership, prepare materials in support of OSC budgetary and legislative proposals, briefings, and reports to Congress.
- Review and provide recommendations for the implementation of OSC policy and programmatic initiatives
- Support OSC interagency dialogues and reports
- Collect, track, analyze, and report performance metrics for OSC and the Department's implementation of DOC Strategic Objectives
- Conduct other research and analysis tasks as assigned by OSC leadership and Chief of Staff
Communications
- Draft, prepare, edit, and review written and verbal communications for OSC leadership external engagements, including speeches, news and press releases, and testimony.
- Develop standardized presentations and briefing materials for OSC leadership for internal and external engagements.
- Support the Chief of Staff and communications team in maintaining and producing timely content for the OSC website, social media, and other public-facing communications platforms.
- Support and, when appropriate, represent OSC and OSC initiatives at external fora such as industry events and conferences.
International and Industry Engagement
- Maintain contact database of staff and leadership in the international commercial and civil space sectors, including at embassies, in foreign space agencies, and in foreign industry
- Maintain database of current commercial space companies, capabilities, funding, operations, and engagement to-date with OSC, for OSC leadership awareness and advocacy initiatives
- Track and coordinate OSC's engagements with the Executive Office of the President, Department of State, NASA, Department of Defense, and other interagency partners to ensure effective OSC participation in interagency initiatives
- Support OSC in organizing industry and international fora, conferences, and briefing opportunities
- Serve as a point of contact between OSC and commercial industry
Task Management
- Establish and maintain a coherent, software-based task management system
- Maintain spreadsheet of upcoming speaking engagements
- Monitor emails to stay on top of new assignments and due dates
- Attend scheduling meetings to stay informed of tasks and speaking engagements
- Track daily, weekly, and monthly tasks assigned to OSC and its divisions
- Track tasks assigned to other bureaus of the Commercial Space Coordinating Committee
- Proactively reach out to staff members and bureaus to ensure timely task fulfillment
- Present status updates on tasks and speaking engagements at weekly staff meetings, via automated data import into Google Slides
Correspondence and Memoranda
- Monitor all emails addressed to OSC's public address and respond to such emails, as appropriate, or assign response to staff members based on their areas of expertise
- Draft professionally worded emails and memoranda to executives for review by senior management
- Compile briefing memos, including biographies and company information from the Internet along with other necessary background information and context
- Route memos and correspondence through proper clearance process and track routed memos and correspondence to ensure timely completion
- Maintain contact lists
Meeting Planning and Logistical Support
- Schedule weekly and monthly staff meetings
- Compile and prepare slides from staff members and other sources ahead of multiple weekly meetings
- Maintain distribution lists for the Commercial Space Coordinating Committee and working groups
- Maintain and execute checklists of activities to be performed to ensure meeting success
- Reserve conference rooms using online reservation system
- Prepare and distribute meeting invitations, agendas, slides, and other materials in coordination with Chief of Staff
- Coordinate logistics with external guests and partners, as needed.
Required Education/Experience/Skills:
- Bachelor's Degree in Engineering, Satellite Systems, Satellite Architecture, Legislative Affairs, Political Science, or equivalent. Experience can be used as a substitute for educations requirements. Master's degree is desired.
