NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Administration and Planning Division is responsible for the management and oversight of administrative and operational services for the agency. This includes the daily management of the Office of Financial Management, the Office of Purchasing and Contracts, the Office of Operational Services, and the Office of Diversity and Inclusion.
The Department is seeking a qualified candidate, with a proven record of success, to lead and establish its Office of Diversity. The successful candidate will serve as the Chief Diversity Officer (CDO) and report directly to the Deputy Commissioner/Chief Financial Officer of Administration and Planning.

Under general direction, with a great deal of latitude for independent initiative, judgment and decision making, the CDO will be responsible for the following:
- Plan, guide and advise the Commissioner and Executive staff on the diversity and inclusion matters.
- Working with senior leadership in designing and implementing institution-wide changes to ensure diversity, equity and respect for all employees. Identifies areas of opportunity, develop recommended courses of action, secures senior leadership approval and drives implementation.
- Builds relationships with leaders, stakeholders & HR colleagues to drive diversity-related messages throughout the organization with particular focus on the staff development and retention.
- Work closely with the Training Unit and the EEO Officer to develop training to educate employees and managers on how to recognize, accommodate and appreciate individual differences.
- Collaborate with DOF EEO and Office of Purchasing and Contracts to establish and maintain internal audits and reports to allow for effective measure of DOF diversity goals.
- Work with DOF legal staff and external agencies such as the Department for Citywide Administrative Services and the Law Department to comply with City requirements specific to diversity and EEO, as well as any court and local, state and federal mandated requirements.
- Identify, develop & foster relationships with relevant external organizations & vendors.
- Provide executive oversight of organization's supplier diversity strategy. Works with DOF Office of Purchasing and Contracts to promote opportunities for spend with supplier diversity businesses and addresses barriers where they exist.
- Work closely with the Mayor's Office of MWBEs Program leads to facilitate and implement key initiatives that improve compliance with all applicable law.
- Create programs to generate interest and extend the Department of Finance's presence in applicable markets, to enhance diversity, inclusion and minority and women-owned business enterprise (M/WBE) participation.
- Represent the agency in collaboration with city agencies, external communities and organizations to promote and advance diversity, equity and inclusion.
- Participate in MWBE, diversity and other public relations panels, job fairs, diversity focused programs and other related program activities to expand and increase awareness of MWBE programs.
- Gather, research and analyze data for use in statistical calculation in order to create workforce and diversity labor relations analysis reports.
- Perform other duties as assigned.
Minimum Qual Requirements
A baccalaureate degree from an accredited college in business or public administration, labor or industrial relations, and four years of full-time professional experience in labor research and analysis, employment benefit design and benefit program evaluation, diversity inclusion, or Equal Employment Opportunity (EEO) related field, 18 months of which must have been in an executive, managerial, administrative, or supervisory capacity.
Preferred Skills
- A minimum of four (4) years of satisfactory full-time experience in the field of Diversity and Inclusion, EEO, Labor or Industrial Relations and Workforce Development. Such experience may have
- Three (3) years of this experience must have been in a managerial or executive capacity, supervising staff and reporting to executive leadership.
- Certifications as a diversity and inclusion, labor relations, or human resources professional are preferred along with existing memberships in best practices organizations.
- Strong leadership skills to effectuate agency wide policies and procedures, implement change, along with exceptional analytical and communication skills.
- Good understanding and familiarity with human resources policies, procedures and directives, civil service rules and regulations, personnel administration and labor laws.
- The candidate must also have demonstrated ability establishing, executing and measuring successful diversity and inclusion efforts and workplace and community strategies, as well as serving
- Significant experience with and/or comprehensive knowledge of the laws and regulations relating to EEO.
- Familiarity with investigatory practices and a working knowledge of mediation and alternate dispute practices are beneficial.
- Experience with contracting and marketing initiatives to enhance diversity, inclusion and minority and women-owned business enterprise (M/WBE) participation.
