GENERAL FUNCTION
The Budget Officer is assigned responsibilities at an advanced level work of a complex and difficult nature in the reviewing and analyzing budget estimates; evaluating budget requirements; examining of budgetary control records, expenditure transactions, accounting procedures, and other information related to agency budget requirements in order to develop recommendations and the development of justification for requested funding levels. Responsibilities may also involve agency tasks and projects that require analysis of highly complex issues and may include providing leadership to others as a team leader or project manager.
TYPICAL FUNCTIONS
The functions performed by employees in this position may include the following:
- Develops agency budget with division directors and reviews for completeness, accuracy, and compliance with agency standards
- Prepares budget work programs and budget requests and submits them to executive leadership
- Monitors spending by matching budgeted expenditures to encumbrances and vetting requisitions to keep the agency within its set budget
- Analyzes the recording of revenues and expenditures and other financial transactions by account classification and fund
- Prepares and disseminates quarterly budget expenditure reports to division directors to monitor budget to actual expenditures and to provide justifications
- Presents financial data, progress, and budget to actual comparisons for briefings and other presentations
- Reviews and approves obligations and expenditures, including timely transfers to other agencies for disbursement.
- Maintains, updates and tracks agency assets through State’s asset system
- Assists in preparation of required GAAP packages, financial statements and reports
- Maintains documentation for the purpose of supporting files, reports, and data
- Assists both internal and external auditors by providing requested documents in a timely manner
- Completes professional development in order to improve skill set regarding software proficiency, financial analysis and written communications
- Supports efforts to modernize the agency by providing recommendations on policies and/or procedures
- Performs all other related duties and/or projects assigned to meet the needs of the agency

MINIMUM QUALIFICATIONS
Education and Experience requirements at this level consist of
- A bachelor’s degree in accounting, finance, business management, public administration, or closely related field; PLUS two years of professional in professional public sector budget administration or fiscal analysis
- OR an equivalent combination of education and experience
SPECIAL REQUIREMENTS
Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.
Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
