Pay:
$19.01 - 24.22 / hour (based on experience & education)

Schedule:
Monday - Friday (8am - 5pm, flexible workday)

General Position Summary

This position oversees HR role in the organization’s benefits programs including but not limited to: Medical/Dental/FSA, Retirement plans, Insurance plans, Paid and Unpaid Leave, Unemployment, Worker Compensation, as well as issues related to the Americans with Disabilities Act. Requires extensive experience and judgment to plan benefits implementation along with processing, tracking, and coordinating full administration of benefits program.

Minimum Qualifications

High School Diploma or equivalent and two years of experience in benefits administration in the human resources environment.
Familiar with a variety of the human resources’ concepts, practices, and procedures related to benefit administration and confidentiality.
Experience training staff from entry level to supervisors
Proficient in Microsoft Suite

Preferred Qualifications

Professional in Human Resources certification (PHR/SPHR)
Associate Degree

Essential Position Functions and Key Work Processes

Utilizing the Human Resources Information System(s) and SharePoint to track and pulls data related to employee benefits and prepares reports for CHRO, vendors, various teams and/or committees as requested
Administers FMLA, OFLA, Paid Leave Oregon, Worker Compensation, Personal/Administrative Leave, unemployment, and ADA programs in coordination with Payroll, HRIS Analyst & Departments as applicable.
Participates and leads committees, projects, activities, and events related to employee engagement as assigned or approved by CHRO.
Oversees employee benefit programs. Ensures that all vendors are notified, notices distributed, that employees receive accurate information, and employee benefit questions are answered
Oversees Annual Open Enrollment in coordination with Workforce Analyst/HRIS
Assists CHRO by providing reports and analysis, so the team can make informed recommendations and/or decisions
Stays current on all ERISA, HIPAA, Leave laws, employment, and wage & hour laws and regulations
Research and provide accurate, current updates to CHRO on benefit related regulations and best practices for administration.
Implements corporate benefits programs, policies, and procedures; reviews benefit programs, suggests modifications, and evaluates whether benefit plans contribute to achievement of competitive market position and other goals identified by the organization.
Responsible for recommending, in conjunction with the HRIS Analyst, new benefit plans or changes to existing benefit plans to CHRO.
Advises/counsels Directors, Managers, Supervisors and Employees regarding all matters related to benefit administration including, but may not be limited to, unemployment, leaves of absences, workers compensation and workplace accommodations
Under the supervision of the CHRO, develops and conducts agency wide training related to HR policies and benefit programs
Participates on committees as requested and approved by CHRO
Attends meetings, trainings, or assists with other projects as assigned by the CHRO

This position is frequently meeting and talking with people, has many interruptions, continually coordinates projects, and from time-to-time travels to and from meetings. The incumbent may be subject to inclement weather conditions when traveling to and from meetings or areas.
