GENERAL STATEMENT OF JOB

Performs responsible managerial and administrative work overseeing recreational programs, and assisting with
the overall management of departmental operations.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class manages and promotes a variety of recreational programs and facilities; and assists
the Parks and Recreation Director with the overall operations of the department. Employee must exercise
initiative and independent judgment in properly coordinating recreational programs, staff, and budget.
Considerable tact and courtesy are required in frequent contacts with the public, participants, and employees.
The work includes exposure to indoor and outdoor environmental conditions. Work in some recreation
activities is subject to the final standards of OSHA blood borne pathogens. Work is performed under general
supervision and is evaluated by review of reports, in conferences, and by the general effectiveness of
recreation programs. Reports to the Parks & Recreation Director.

DUTIES AND RESPONSIBILITIES

ESSENTIAL DUTIES AND TASKS

Oversees and assists with the planning, budgeting, directing, implementation, and evaluation of a wide variety of
recreation programs including, but not limited to: outdoor education programs, summer camps, youth and adult
programs, trips, and special events.

Works with supervisory personnel to design, plan, and budget events and programs; assess community needs
and interests, market programs, and evaluate the effectiveness and responsiveness of programs; evaluate,
budget, and request equipment and supplies for program and facility needs.

Responsible for recruiting, training, assigning, supervising and evaluating assigned departmental/supervisory
staff, including but not limited to, establishing work priorities; conducting performance coaching and
evaluations; maintaining records; developing policies and procedures; and recommending hiring, disciplinary
actions and terminations. Assists supervisory staff to recruit, train, supervise, coordinate, and evaluate
seasonal/temporary employees and volunteers.

Assists the Director in developing departmental operations, policies, and procedures; risk management; staff
training and development; the maintenance of records and files; provides support for project logistics such as
planning, construction coordination, facility preparation, etc. as needed; assists with the annual budget proposal;
monitoring and approving expenditures within established guidelines; assists with grant proposals; and prepares
reports and other related data.

Coordinates, implements, and documents departmental trainings in a variety of areas, including but not limited
to, personal protective equipment, 15 passenger van courses, hazardous communications, occupancy emergency
plans. Serves as the Department’s representative on the County Safety Committee, as well as the Department’s
Internal Safety Committee.

Receives and responds to inquiries, complaints, compliments and other comments from public concerning parks
and recreation programs and activities; meets with organizations to resolve issues, develop partnerships, and
promote recreation for the County.

Seek and prepare for departmental grants and alternative funding sources.

ADDITIONAL JOB DUTIES

Assumes the duties of the Parks and Recreation Director in his/her absence.

Assists other department staff/divisions in various events, programs, and related activities.

Maintains and schedules use of vehicles issued to department for program use.

Attends conferences, workshops, seminars and training programs to enhance job performance and maintain
current standards; establishes and maintains professional affiliations to keep abreast of new ideas and trends in
program area.

Performs other related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the policies and procedures of the Parks and Recreation Department.

Considerable knowledge of the County budgeting, purchasing and personnel policies.

Considerable knowledge of the objectives of public recreation programs.

Considerable knowledge of effective supervisory principles and practices including leadership, motivation,
communications, and performance coaching and evaluation.

Considerable knowledge of laws and regulations regarding personnel supervision.

Knowledge of the application of information technology to the work of the department.

Thorough knowledge of programs, laws and processes required in municipal recreation and administration.

Skill in collaborative conflict resolution.

Ability to develop and administer recreation programs suited to the needs of the county.

Ability to organize, supervise and evaluate the work of others.

Ability to evaluate programs and maintain public interest in recreation programs, activities, and facilities.

Ability to prepare and present effective oral and written reports.

DESIRABLE EDUCATION AND EXPERIENCE

Bachelor's Degree in Recreation Management, Public Administration or Closely related field is preferred and
three (3) years of supervisory experience; or any equivalent combination of training and experience which
provides the required skills, knowledge and ability. Experience in a Government setting is a plus.

SPECIAL REQUIREMENTS

Certification in CPR and First Aid, or achieve within six months of hire date.

while lining off soccer and/or baseball fields, be able to push dry line marker and spray paint machines.
