The MABCD Assistant Director provides broad supervision and direction for construction inspection, plan review, and land use sections. This position acts as the chief consultant on matters of code interpretation and licensing, and is responsible for ensuring MABCD staff enforce compliance with County and State adopted codes, ordinances, and regulations. As well, this position manages and finalizes the development of code adoption and ordinance changes. As the Assistant Director, this position is responsible for appearing before elected bodies and community associations for MABCD-related business. This position also assists with developing and implementing the strategic plan, highlighting a positive and safe culture.
Oversees Building, Trades, Plan Review, and Land Use Sections and Associated Inspection Supervisors
Direct, mentor, discipline, and evaluate personnel involved in the activities of inspection, plan review, and land use to meet department KPIs and goals.
Work with internal and external partners to resolve issues with overlap of jurisdiction.
Oversee building inspection training programs to ensure staff is fully trained; ensure staff maintains required certifications.
Enforces policies and procedures to adhere to all laws, regulations, policies, and best practices.
Oversee budgeting and expenditures for the projection and prioritization of staff training and equipment.
Code Enforcement, Investigations, and Case Management
Oversee and perform inspections in the course of construction, alteration, and repair for compliance with all applicable/adopted codes and safety standards ensuring construction follows approved plans and designs.
Serve as the subject matter expert with final decisions on code interpretation.
Resolve escalated issues from inspectors for final decision on code enforcement, including required legal intervention as necessary.
Provide direction to staff, customers, and governmental entities on complex code, technical and/or procedural issues.
Collaboration and Guidance
Serve as jurisdiction’s Certified Building Official and Americans with Disabilities Act (ADA) Coordinator
Collaborate with internal and external departments, agencies and organizations (ex: Fire, Planning, Public Works, Legal, Builders’ Associations, State Fire Marshal, KDHE) on behalf of MABCD.
Recommend code changes, and advise on local and national trends and innovations in code.
Oversee weekly variance meetings with architects and contractors to resolve issues while maintaining code compliance and public safety.
Represent MABCD before the County Commission, City Council, and other governing authorities.
Minimum Qualifications: Graduation from a four year college with at least 5 years of code enforcement experience, including 2 years of supervisory experience in building, planning, and/or land use disciplines.

Per Sedgwick County policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Current Certified Building Official (CBO) certification by ICC or must obtain within 12 months of hire.
Preferred Qualifications: Graduation from a four-year college with a degree in building architecture, building/fire science, or engineering (structural, trade or civil). Active International Code Council Certified Building Official. Active ICC Building Inspector Certification.
