Under minimal supervision combines deep leadership, technical, and analytics skills to help transform clinical, financial and operational processes. Largely customer facing role that pairs excellent communication and business analysis skills with project management, data design, and architecture skills. Works closely with stakeholders and colleagues alike to develop high-quality, stable, secure, and efficient enterprise-class solutions for the Alaska Native Tribal Health Consortium (ANTHC) and tribal health partners across the state of Alaska.
*Responsibilities:
*

  • Serves as a key member of the Data and Analytics team and is responsible for aligning the team’s work with high value, measureable improvement opportunities. Typically assumes a leadership role on large-scale process improvement initiatives leading the design of solutions that meet security, performance, data, and other business needs, and directing the work of team members during implementation.
  • Maintains a portfolio-wide perspective; assesses new technologies and makes recommendations on use of these technologies at ANTHC.
  • Architects, prototype, delivers, and supports analytic solutions with system-wide impact with consideration for scalability, cost effectiveness, reliability, availability, and security. Directs and mentors analysts and other team members to accomplish project goals and timelines.
  • Gathers, analyzes, and document business, clinical, or regulatory requirements and provides analytic leadership while working with multi-disciplinary teams across all phases of improvement projects.
  • Acquires and leverages a deep understanding of the data structures and tools within ANTHC’s data and analytics strategy.
  • Designs and develops data models, extracts, data transformations, data migrations, data visualizations, reports, and other related deliverables that meet project requirements.
  • Adheres to and champions the use of ANTHC design principles and documentation standards. Adheres to and champions compliance with ANTHC data security policies and protocols.
  • Fosters data-driven culture at ANTHC and within Tribal Health Organizations (THOs); assist with knowledge transfer and training on ANTHC technologies.
  • Leads development of documentation for end-user training and peer knowledge transfer. Leads validation, training, and deployment efforts for projects and reporting enhancements.
  • Actively participates in and helps lead Data Governance and Change Management activities.
  • Provides on call and after hours support coverage to maintain the production systems on a rotating basis.
  • Performs other duties as assigned.
  • KNOWLEDGE and SKILLS
  • Knowledge of managing data warehouse architectures.
  • Knowledge of SQL Server Integration Services (SSIS) or other ETL Services.
  • Knowledge and understanding of Windows Server 2012/2016 technology.
  • Knowledge of web development technologies.
  • Knowledge of Object Oriented languages and development.
  • Knowledge of software testing methodologies and practices.
  • Knowledge of version control procedures and source code management systems.
  • Knowledge of Extract, Transform, and Load (ETL) processes and principles with application for business solutions required. Familiarity with multiple ETL applications is a plus.
  • Knowledge of data modeling.
  • Knowledge of MS Windows and MS Office Tools, including advanced MS Excel, Word, Visio PowerPoint, Access, and Outlook.
  • Knowledge of Business Analysis and Data Analytics
  • Knowledge of gathering and documenting business requirements and translating into data and analytics tools and solutions.
  • Knowledge of leading a project from the conceptual stage through business requirements gathering to development, launch, and maintenance.
  • Knowledge of change control and configuration management.
  • Working knowledge of database principles, processes, technologies and tools.
  • Skill in data analysis; Knowledge of various analysis, reporting, and presentation tools.
  • Skill in providing training and education for data management, reporting, and validation.
  • Experience delivering analytic tools to technical and non-technical leadership teams that influence and support business strategy.
  • Skill in visualization using a variety of BI tools.

MINIMUM EDUCATION QUALIFICATION
A Bachelor’s Degree in Computer Science, Mathematics, Information Technology, Statistics, Analytics or business-related related field.

MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory – Seven (7) years professional work related to software development and implementation, project management, needs assessment, and data analysis with two (2) of those working directly with end users in a healthcare environment to understand and define business requirements.
