The City of Pomona has an exciting opportunity for a Water Conservation Specialist to join the Water Resources team. The position, under immediate supervision, will assist in the development and implementation of water use efficiency programs, community outreach activities, and resources to achieve the Department’s water reliability goals and objectives; assist with the Department’s social media and website efforts and coordinate social media messaging with staff from other divisions; and represent the department at community events and industry related meetings.
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills and abilities would be:
Education and Experience:
High school diploma or GED equivalency supplemented by college-level coursework in environmental science, landscape architecture, horticulture, business administration, geography, water, or a related field.
Two years of experience in customer service and resource conservation.
License or Certificate:
Must possess a valid driver's license.
Possession of, or ability to obtain, a Water Use Efficiency Practitioner Level 1 Certification issued by the American Water Works Association (AWWA-CA/NV) within 12 months.
Knowledge of: Principles and practices of water conservation. Current trends and developments in the field of water conservation. Pertinent Federal, State and local codes, laws and regulations. Municipal water use efficiency programs and activities. Principles of program development and administration. Procedures for preparing grant applications and administering grant funding. Processes for conducting water use audits and analysis. Public education efforts pertaining to water conservation and other environmental programs. Principles of public relations and customer service. Water conservation program reports, records and documentation. Safe driving principles and practices.
Skill to: Manage and coordinate the City's water conservation programs and activities. Write grant proposals and administer grant funding. Analyze data regarding water production, sales, and use. Provide recommendations regarding water conservation policies and programs. Conduct water audits and field investigations. Promote water use rebates and assist customers in reducing water consumption. Interpret and explain water conservation policies and procedures. Deliver presentations and educate the public regarding water conservation. Prepare and present clear and concise reports. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.
Ability to: Learn, interpret, and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions. Deal tactfully with the public. Manage and coordinate the City's water conservation activities including programs, studies, audits, and public education.
Design, implement, administer, and promote various water use efficiency programs; monitor and evaluate program results and the impact of conservation efforts.
Prepare and submit grant applications; coordinate the implementation and administration of assigned grants; maintain compliance with grant reporting requirements.
Respond to public inquiries regarding water conservation; address and assist in resolving customer complaints pertaining to water usage.
Analyze water use history and trends for individual customers and other groups; determine and recommend modifications to reduce water consumption.
Complete agency reporting relating to production, conservation, and other department activities.
Conduct or oversee contractor for on-site water use audits for single and multi-family residential, commercial, industrial, institutional and landscape customers; prepare and present water audit findings.
Promote water use rebates and recommend changes to customers regarding plumbing, hardware, components, and behavior that will assist in reducing water consumption.
Collect, compile, and analyze data pertaining to water production, sales, usage, and meter information; prepare comprehensive reports and provide recommendations regarding water programming and policies.
Research, interpret, and provide recommendations to the Department Director, business community, and general public regarding proposed water conservation legislation.
Prepare and deliver public presentations to homeowner associations, resident groups, civic organizations, professional landscapers, business owners, and the general public regarding water conservation and other programs.
Create and coordinate the distribution of press releases, water bill stuffers, water conservation articles, and other types of published materials.
Participate in a variety of special projects related to water conservation and environmental programs as assigned.
Coordinate water conservation activities with other City departments. Represent the City at various water conservation related meetings, conferences, and seminars.
Prepare and present reports for area of assignment; maintain program records and documentation.
Perform related duties and responsibilities as assigned.

Police Department employees work a 4/10 schedule but days off vary according to assignment and seniority.
In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources approval.
RETIREMENT BENEFITS: Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a "new" member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost [Govt. Code Section. 7522030(c)]. However, a new employee who is a "classic" member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new PCEA employees shall pay the CalPERS member's retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security.
PAID HOLIDAYS: 13 paid holidays & 2 floating holidays are provided per year.
VACATION LEAVE:
- 1-4 years = 80 hours
- 5-9 years = 160 hours
- 10-14 years = 184 hours
- 15 years = 200 hours
- Extending through the 20th year, employee shall accrue 8 hours of additional vacation leave per year with a maximum accrual of 240 hours per year.
SICK LEAVE: 12 days per year (prorated if on any leave without pay).
GROUP INSURANCE PROGRAMS are available to eligible City employees. These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.
- HEALTH INSURANCE: $700 per month; cash-in-lieu program available
- DENTAL: $75 per month
- VISION: Voluntary participation by the employee
- 125 BENEFIT PLAN CONTRIBUTIONS:
- Waiving coverage = $45 per month
- Single coverage = $65 per month
- Two-party coverage = $625 per month
- Family coverage = $1,025 per month
- LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days
- LIFE INSURANCE: $30,000 policy plus AD&D
EDUCATIONAL INCENTIVE PLAN available for eligible employees to develop their knowledge and abilities.
- TUITION REIMBURSEMENT: $1,500 per year
DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.
FLEXIBLE SPENDING ACCOUNTS are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.
CREDIT UNION membership is available to all City employees and provides access to low interest loans.
