GENERAL STATEMENT OF DUTIES: Assists in the overall supervision of a large school district transportation system and coordinates compliance with Department of Motor Vehicle special requirements for School Bus Drivers; Does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This position involves responsibility for assisting in the supervision of a safe and efficient operation, repair and maintenance of transportation facilities of a large central school district. In addition, the incumbent oversees and coordinates compliance with the NYS Vehicle and Traffic Law to insure that School Bus Drivers are hired, supervised, trained and periodically examined in accordance with the Law. An employee in this class works under administrative direction of the Transportation Supervisor with leeway allowed for exercise of independent judgement in carrying out the details of the work. The Assistant Transportation Supervisor exercised supervision over the work of the bus dispatcher, head mechanic, and office staff members in the absence of the Transportation Supervisor.
EXAMPLES OF WORK: (Illustrative Only) Assists the Transportation Supervisor in the development of bus routes and recommends changes, if necessary; Assists in the management of the district transportation system; Institutes and conducts initial employment investigations and inquiries for the district to determine that School Bus Driver candidates are qualified in accordance with Law; Conducts periodic training and safety classes to reaffirm safe driving practices and resolve potential problems; Makes regular road trips to observe and evaluate driver’s defensive driving performance in accordance with applicable Vehicle and Traffic Law regulations; Handles complaints from drivers, parents, students and others in relation to bus routes, student discipline and other related matters as delegated by the Transportation Supervisor; Schedules and oversees biennial physical examination of driver’s by physician designated by the Transportation Supervisor; Conducts annual personal interviews with each driver to ascertain whether or not district driving record information is accurate and up to date; Supervises the training and substitute drivers and recommends appointment of Bus Drivers; Contacts State Department of Motor Vehicles and periodically reviews drivers’ accident record and evidence of motor vehicle operation law violations such as speeding, reckless driving and operating while under the influence of alcohol or drugs or an indication of disregard for public safety and reports violations to Transportation Supervisor; Investigates bus accidents in the scene and prepares reports; Keeps administrators and drivers notified of changes in motor vehicle laws and regulations of concern to the district; Conducts biennial behind-the-wheel driving tests for each driver in accordance with Vehicle and Traffic Law regulation; Assists in processing and resolving employee grievances as assigned; Conducts individual driver qualification biennial oral or written exams in accordance with Vehicle and Traffic Law requirements and maintains appropriate records; Submits a variety of records and reports to the Department of Motor Vehicle regarding driver education, training and competence; Acts for the Transportation Supervisor, in his absence; Prepares a variety of records and reports to the work as delegated or required.
FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Thorough knowledge of safe transportation methods and the operation of school buses; good knowledge of Vehicle and Traffic Law relating to school bus operation; good knowledge of the geography of the district; ability to organize and conduct driver training and safety courses for School Bus Drivers; ability to plan, coordinate and oversee driver safety requirements on a large scale; ability to get along well with others; good physical condition.
ACCEPTABLE TRAINING AND EXPERIENCE:
A. Graduation from high school and four years of experience in the operation of multi-passenger or the dispatching of Motor equipment; Or
B. An equivalent combination of training and experience.
SPECIAL REQUIREMENTS FOR ACCPETANCE OF APPLICATIONS: Eligibility for an appropriate level driver’s license issued by the New York State Department of Motor Vehicles at time of application. Possession of the license at time of appointment.
NOTE: If the position involves the operation of school buses, candidates must satisfy the requirements for School Bus Driver as set forth in the Rules and Regulations of the New York State Commissioner of Education Law and Vehicle and Traffic Law.
