General Description of Duties
The purpose of the position is to assist the Director of Transportation & Transit in the administration of responsible professional, technical, managerial, and administrative work for the County’s Transportation Department. Employee in this classification functions in a senior management capacity, and is responsible for ensuring adherence to, and compliance with, all applicable County, State and Federal code and regulatory requirements applicable to the work. Assists the Director of Transportation & Transit in the administration of all Transportation divisions and areas: Traffic Engineering, Advance Traffic Management System, Transportation Planning, Metro Plan, Sun Rail, Osceola County Central Florida Express Authority, Bus Rapid Transit project lead, and Liaison to Lynx.

- Assists the Director of Transportation & Transit in directing all activities and functions within the Transportation Department.
- Assists the Director of Transportation & Transit in the creation of strategic plans, oversight, and set up of operations for all modes of transport in the County to expand the network.
- Negotiates on behalf of the County regarding items of transportation including but not limited to right of way acquisitions, easements, and stormwater needs.
- Assists the Director of Transportation & Transit with effectively combining and integrating all modes of transport including Sun Rail, us Rapid Transit, and others.
- Coordinates with other local, regional, and national transportation partners for the purpose of advancing Osceola County’s long range transportation plan within the region.
- Ensures compliance with all applicable federal and state requirements.
- Administers standard operating procedures within the Transportation Department in accordance with Federal, State, and Local Regulations, including Board Policy.
- Assists the Director of Transportation & Transit with the development and administration of a transportation program.
- Researches and prepares various special studies and reports, drafts and prepares various administrative, technical, and financial reports.
- Assists the Director of Transportation & Transit with the preparation, recommendation, and administration of the annual Transportation budget.
- Prepares and submits reports pertaining to the Transportation Department.
- Serves as a liaison with and as a member of various committees.
- Supervises and evaluates subordinate staff.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications
Education: Bachelor’s Degree in Engineering, Transportation, or closely related field.
Experience: Ten (10) years’ of progressively responsible experience in transportation operations or planning, urban planning, traffic engineering, or public administration at a senior level.
Miscellaneous:
- Must be a registered Professional Engineer.
- Must possess and maintain a valid Florida Driver’s License.

- Demonstrate exposure to the varied responsibilities of the Department of Transportation, particularly appreciation of transit and other multimodal strategies.
- Extensive skills in effectively directing staff comprised of professional engineers, construction managers and project managers.
- Ability to communicate professionally verbally, in writing, and in presentations.
- Knowledge in implementing innovative transportation strategies and solutions.
- Experience in a growing community and anticipating unique needs and challenges.
- Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, Federal, State, and County representatives, and the general public.
- Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications.
- Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
- Skill in reading, analyzing, and interpreting professional periodicals and journals, technical procedures, and legal documentation.
- Knowledge of applicable state, federal, and local laws, rules, ordinances, and regulatory standards applicable to the work.
- Strong collaboration, communication, and team-building skills.
- 20 pounds maximum lifting.
- Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
- If less lifting involved will require significant walking/standing.
- If mostly sitting is involved will require push/pull on arm or leg controls.
- Expressing or exchanging ideas by spoken word or perceiving sound by ear.
- Good eyesight for production or safety of self and others.
- Physical agility is required in kneeling, bending, stooping, and reaching.
- Required to have clear vision at distances of 20 inches or less.

Medical Health Reimbursement Account (HRA): The County contributes $500 per employee or $1,000 for employee plus dependents, for medical and prescription-related expenses.
State-of-the-Art Employee W ellnes s Center: The County provides a private health center for County Employees and eligible dependents. The Employee Wellness Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Wellness Center are offered at no cost to the employees and their eligible dependents.
- Employees who are enrolled on the County’s Medical plan have access to the Employee Wellness Center on day one of employment. The Wellness Center is available to patients 8 years of age and older.
Basic Life Insurance Policy: At no cost to the employee, equal to one time the employee’s annual salary, rounded to the next thousand dollars. Employees can opt to buy additional Life Insurance.
Short-Term and Long-Term Disability: At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee’s weekly base salary. The employee has the option to purchase an additional 10% coverage.
Membership in the Florida Retirement System: This benefit cannot be easily matched by a traditional 401k plan. Current County contributions are:
