Top-secret Clearance to perform the duties of a Training Specialist to support
ATS and our government customer. 2-3 days onsite at
FBI Records Operation Center (ROC), in Winchester, VA.

Position Overview:
Material is developed, reviewed, analyzed and evaluated for immigration, visa, and name check vetting courses. Duties involve determining training needs and effectiveness of the curriculum. The incumbent applies skills to collect, organize, analyze, and present information related to current and future program workload. Assignments gradually increase in difficulty and variety as skill and ability are demonstrated. As experience and knowledge are gained and competency is demonstrated, the incumbent is given more freedom to make independent judgments and decisions.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
- Incumbent carries out design, development, and evaluation of training and educational programs independently that result in short courses or modules, portions of longer courses, or other complete training products. Incumbent must have knowledge of the basic principles, concepts, priorities and methodologies of the training program within the FBI. Incumbent must be able to design, develop, and assist with implementation and evaluation of FBI training programs and education and be able to use various media delivery methods when developing these training and education mechanisms. Incumbent must be skillful in the development of assessment tools to ensure training outcomes are met.
- The work includes various duties involving different and unrelated processes, techniques, and methods to create the required documents as a result of the curriculum management processes. Assignments may cross several technical areas and require the incumbent to research, develop, and recommend a variety of methods and approaches in order to ensure the course or lesson plan is a sound training product.
- Incumbent conducts or assists in conducting studies to determine immediate and long-range training and instructional needs of the various entities of the EVC as they relate to the courses of instruction assigned.
- Develops, reviews, analyzes, evaluates, and/or revises curricula, instructional guides', examinations, training and/or audio-visual devices, developmental tools and instructional materials, for FBI law enforcement and intelligence schools or courses of instruction. Responsible, together with instructors and supervisors, for the continuing evaluation, revision, and updating of the course material to insure the information and courses of instruction remain current, accurate and focused on accomplishment of the appropriate mission(s).
- Contacts are generally established on a routine basis and are primarily with supervisory and non-supervisory personnel within the unit who have a varying degree of knowledge and understanding of the training program work, other personnel within the FBI for planning and coordinating work efforts, resolving problems that may occur, and gathering information to assist in training objectives.
- Evaluates existing training and testing materials for applicability to course objectives and adequacy of coverage; and recommends revisions or changes to improve usefulness. Works with subject-matter experts (SME) to develop training plans and identify learning objectives for courses, and to identify and/or obtain sources of information for development of course material.
- Researches new or improved methods, techniques and materials for adult instruction purposes by reviewing educational publications and other authoritative sources of training information, as well as by obtaining factual information from various sources such as professional associations, libraries, industries, and organizations. Makes detailed analysis of information obtained, and recommends new training methods, concepts, materials and aids, to enhance course offerings and mission accomplishment.
- Discusses adult educational methods and techniques used in instruction with other team members. Reviews instruction outlines, revises existing training materials as a result of studies conducted or designs training to meet individual or special needs. Monitors training classes periodically, paying particular attention to use of class participation, accomplishment of objectives desired, mission orientation, etc.
Requirements
- BA or BS degree in Computer Science, Engineering or other relevant field preferred and 5 years of related experience
- 5+ years’ experience with evaluation and creation of training programs.

- Stay current with customer needs and strategies; utilizing formal and informal written communication methods (for example, emails, newsletters, PowerPoint presentations, executive updates, task lists, updates) to communicate updates and findings; and facilitating project meetings and presentations to all types of diverse audiences (for example, senior management, Customers, technical staff)
- Identify ways to increase adoption and customer satisfaction
- Ability to analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
