The Technical Advisor, Environment & Climate Change provides thought leadership, technical guidance/oversight and support that informs project implementation, proposals and overall organizational strategy in environment and climate change matters. S/he delivers thought leadership and expertise ensuring that the organization's projects are designed and implemented in accordance with the best environmental practices, as well as local and donors' environmental regulations. S/he provides support and guidance to program staff to ensure that the organization's activities are aligned with environmental sustainability and climate change considerations and contribute to the overall success of the organization's mission.
Master’s degree in environment, natural resource management, agriculture or related field required.- Minimum of seven (7) years of experience, including overseas work, in international development or related field required, plus two (2) years of managerial experience.
- Strong understanding of environmental sustainability and climate change issues and their impact on economic development.
- Ability and willingness to travel internationally required up to 30%; must be fully vaccinated against COVID-19.
Integration of Environment and Climate Change into Projects (30% time)
- Deliver specific short-term technical assistance (STTA) to projects, identifying environmental and climate concerns that prevent agricultural systems from functioning effectively.
- Strengthen the technical skills of field and headquarters staff in understanding, implementing, monitoring, and reporting progress on environmental compliance and other environmental topics by designing and collaborating on implementation of trainings, presentations and/or information resources.
- Provide technical guidance as environmental activities and outcomes are integrated into annual work plans.
- Promote the alignment of projects and proposals to donors' and international environmental and climate change frameworks, including USAID's Climate Change Strategy, including providing perspective and expertise on emerging issues and trends in the environmental sector and their impact on agriculture, including resilience and climate change.
- Participate in appropriate professional organizations and events, including internal technically focused communities of practice.
- Elevate significant technical issues to project directors, project managers, or supervisors, as appropriate.
- Collaborate with other departments as necessary to establish technical core materials, information resources, and training.
- Gather information from field offices and implement improvements.
- Respond to technical needs from practice areas, project staff, and others.
- Organize and facilitate working groups with participants from TLA, project management, and operations.
Ensure Environmental Compliance (15% time)
- Provide technical leadership in environmental compliance and regulations to all projects, including building the capacity of home office and project staff in environmental compliance.
- Build ACDI/VOCA's internal capacity to address environmental compliance requirements by supervising a team of professionals interested in environmental compliance and providing capacity-building opportunities to field staff.
- Perform an annual review of all projects to ensure they have environmental manuals/guidance that they follow during project implementation. Develop and maintain a centralized information system to track environmental compliance matters.
- Provide guidance on environmental compliance in proposal development as a subject matter expert.
Thought Leadership, Institutional Strengthening (Learning and Tools) (25% time)
Promote technical exchange of environmental and climate change best practices among projects.- Identify and develop project tools that can be incorporated into the larger practice area; establish technical core materials, information resources and trainings.
- Actively seek out opportunities to share technical knowledge related to environment and climate change.
- Collaborate with Communications and Outreach to market ACDI/VOCA’s commitment to technical learning in environmental areas.
- Participate in networking events and donor outreach events to ensure ACDI/VOCA’s visibility at relevant fora.
- Serve as the principal contact for specific donors and/or agreements related to environment and climate change.
New Business (30% time)
- Contribute to proposal efforts as a technical writer, subject matter expert, proposal lead, and/or by providing extensive technical content.
- Collaborate in proposal activities/processes such as: (a) Partner organization identification; (b) Key personnel vetting; (c) Environmental monitoring and evaluation; (d) Provide leadership for strategic relationships with both donors and partners (conservation and environmental organizations); (e) Whiteboarding facilitation.
- Independently identify and qualify new business opportunities to achieve new business goals.
- Identify partners and build effective professional partnerships that help ACDI/VOCA achieve its goals.
- Lead or contribute to responding to donor proposal requests for information and clarification.

- Excellent verbal and written communication skills required.
- Strong skills in Microsoft application (Excel, Word, PowerPoint, Teams)
