Position Description

Position Title: Superintendent
Department:

SUMMARY: The Superintendent of schools shall be the executive officer of the Board of Directors, and shall be directly responsible for the execution of the board's policies, the faithful and efficient observance of the board's rules by all employees, and the enforcement of all provisions of the law relating to the operation of the schools.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Essential Duties must be performed on site. Other duties or tasks may be assigned.

  • The overall responsibility for the administration of the school system shall be delegated to the

Superintendent, who shall perform the various administrative functions in accord with the policies and actions of the Board of Directors. The Superintendent shall be vested with the necessary authority and be provided the appropriate personnel to carry out the broad responsibilities of the position.

  • The Superintendent shall be authorized to organize the administration in such a manner as to facilitate the most efficient and effective operation of the district. The Superintendent shall have the discretion to delegate to other school personnel the exercise of any authority and the discharge of any responsibilities imposed upon the Superintendent by law, agency regulations or board action. The delegation of power or duty, however, shall not relieve the Superintendent of accountability for the results of such delegation.
  • In addition to serving as chief administrator, the Superintendent shall function as professional advisor to and chief executive officer of the Board of Directors. As such, the Superintendent shall be directly responsible to the Board for the execution of its policies and decisions, consistent with legal requirements and with ethical standards of the profession. The Superintendent shall have the power to make rules and render decisions, not in conflict with law or with board policies or actions.

Sets priorities in the context of improving student achievement. b. Articulates and promotes high expectations for teaching and student learning. c. Develops, communicates and implements a collective vision of comprehensive school improvement. d. Formulates comprehensive school improvement plans and goals, and procedures for gathering, analyzing and using district data for decision-making.
  • A superintendent is an educational leader who promotes the success of all students by advocating, nurturing and sustaining a school culture and instructional program conducive to student learning and staff professional development. a. Evaluates and provides direction for assessing priorities and needs and improving district programs and instructional strategies. b. Encourages and facilitates improvement in teaching and learning through technology and personal and professional development among staff.

c. Provides leadership for assessing, developing, and improving school environment and culture. d. Provides encouragement for continuous improvement and design of more effective teaching and learning experiences for all students.

  • A superintendent is an educational leader who promotes the success of all students by ensuring management of the organization, operations, and resources for safe, efficient, and effective learning environment. a. Analyzes and reports student achievement, attendance and graduation rate. b. Monitors distribution of district resources, and recruitment and selection of district personnel. c. Effectively manages the district's budget. d. Ensures policies and rules are uniformly observed and enforced. e. Supervises, evaluates, disciplines, and holds staff members accountable for performance.
  • A superintendent is an educational leader who promotes the success of all students by collaborating with families and community members, responding to diverse community interests and needs and mobilizing community resources. a. Provides leadership for improving parent/student/community involvement in the schools. b. Promotes, demonstrates and supports clear communication at all levels of the district. c. Formulates and implements plans for external communication to the community and the media. d. Provides community service and leadership for developing a positive rapport between schools and the community.

Demonstrates integrity, fairness trustworthiness and professionalism in all actions in the school environment, board, and community. b. Demonstrates awareness of professional issues and developments in education.

Demonstrates respect for diversity in students, staff and programs. b. Advocates in the political environment for issues beneficial to improving teaching and learning. c. Provides leadership with the board for defining superintendent and board roles, mutual expectations, procedures for working together in formulating district policy. d. Communicates effectively to the community and board about district issues and performance.

QUALIFICATION REQUIREMENTS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The Superintendent shall meet the certification requirements as designated by the Iowa Department of Education.

  • Three years experience in teaching and three years experience in school administration totaling at least six years.
  • An earned Master’s Degree with a major in educational administration; preferably, completion of one year of graduate work beyond the Master’s Degree.

EDUCATION and/or EXPERIENCE:
An earned Master’s Degree with a major in educational administration; preferably, completion of one year of graduate work beyond the Master’s Degree. A valid license issued by the State Board of Education with a Superintendent/AEA Administrator endorsement. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.

LANGUAGE SKILLS:
Excellent oral and written communication skills. Excellent interpersonal skills. Ability to effectively write reports and communications to students, colleagues, parents and staff. Ability to effectively present information orally and respond to questions from parents, teachers, staff and students and the Board.

MATHEMATICAL SKILLS:
Ability to perform basic mathematical functions such as addition, subtraction, multiplication, division, percentages, decimals and fractions. Ability to use basic mathematical functions to complete state and district reports as required.

REASONING ABILITY:
Ability to solve problems and prioritize effectively. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS:
A valid license issued by the State Board of Education with a Superintendent/AEA Administrator endorsement.

OTHER SKILLS and ABILITIES:
Ability to establish and maintain effective working relationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to perform duties with awareness of all district requirements and Board of Education policies.

The noise level in the work environment is usually quiet. The position requires the commitment of professional working hours that may require the employee to extend beyond a typical 7:45 a.m. to 3:45 p.m. work day. The employee will frequently work in different areas of the district including classrooms, exterior grounds, boiler room, gym and other district own or operated property. The employee will work in both outdoor and indoor temperatures.

Pay: $135,000.00 - $140,000.00 per year
