JOB SUMMARY: This position will be responsible for the accuracy and integrity of all systems data required for compliance with the SCA. This Analyst will enter and validate data, be responsible for data mining and reporting, and ensure the availability of all SCA-related information necessary for benefits administration. The position will also service benefits-related customer support to SCA and other client workers at the three Fedcap Group companies that employ them, Fedcap Rehabilitation Services, MVLE, and CWS.
ESSENTIAL FUNCTIONS:
- Manage client worker1 data elements in Oracle: SCA status and fringe rate.
- Create and manage a cross-functional team to prepare for data upload, including the creation of data definitions and processes to obtain SCA status and fringe rate information.
- Perform and coordinate data validation, data entry, and data uploads into Oracle.
- Ensure continuous accuracy and integrity of both elements within the system.
- Support all benefits of EDI projects involving SCA data elements.
- Act as liaison and resource to Finance and Contract Management regarding SCA requirements arising from the self-funded health plan.
- Support Finance data needs.
- Support Contract Management reporting needs.
- Support other SCA-related requirements that arise from self-funding.
- Develop and manage a client worker new hire onboarding process.
- Serve as subject matter expert on benefits.
- Coordinate with other areas integral to a comprehensive onboarding process.
- Optimize existing systems and resources to ensure seamless onboarding.
- Provide enrollment-related customer support for client workers at Fedcap Rehabilitation, MVLE, and CWS.
- Serve as point of contact for various third-party administrators (TPA) (e.g. BMS and FCE) and the three companies when client workers have questions/issues regarding enrollment (and areas such as deductions and fringe).
- Support for both health and welfare benefits and 403(b).
- Participate as a team member in Oracle implementations: Recruitment and Onboarding for non-standard (i.e., client worker) employees.
- Within Recruitment implementation, support work to add new classifications for client workers to reflect fringe treatment (e.g., trust arrangement, collective bargaining, fringe-as-cash, etc.).
- Support all buildouts of Recruitment that impact benefits for client workers.
- Support Onboarding implementation project.
- Serve as second review and backup for bi-weekly deduction file audit.
- Provide an additional layer of review to help ensure accuracy and address any discrepancies in deduction files from fringe TPA before uploading into Oracle.
- Serve as second review and backup for quarterly reconciliation and payment of excess fringe.
- Provide an additional layer of review and audit to ensure timeliness, accuracy, and execution of the quarterly payment of excess fringe to 403(b) record-keeper (i.e., MOA).

Education: BA or BS degree
Job Experience:
- Minimum of five years experience working in benefits or other employment-related activities regulated by the SCA.
- Minimum of five years experience with Oracle Human Capital Management.
- Working familiarity with benefits plan administration; Oracle Benefits experience preferred.
- Demonstrated understanding of SCA rules and regulations.
- Experience in data mining and creating/running reports in Oracle.
- Advanced Word and Excel skills, including pivot tables, VLOOKUP, and data analysis.
- Demonstrated team player.
- Strong communication and writing skills.
- Highly organized, results-oriented, proactive, and flexible. Able to juggle a set of diverse projects with a strong track record of delivering to deadlines.
- Strong interpersonal skills with the ability to relate to a wide variety of users. Open to collaboration and feedback.

Work Conditions: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
Special Schedule: This is a full-time position, and hours of work and days are typically Monday through Friday, 8:30 AM to 5:30 PM but will be determined by your supervisor. Occasional evening and weekend work may be required as job duties demand.
Travel Demands: Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected to fulfill position responsibilities.
