In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service
eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Promotional examination are:

You must be a qualified employee of the New York State Department of Transportation or New York State Thruway Authority and have had one year of permanent competitive or 55-b/55-c service as a Transportation Analyst, Transportation Analyst Trainee 1, Transportation Analyst Trainee 2, Intermodal Transportation Specialist 1, Intermodal Transportation Specialist 1 (Rail Safety), Intermodal Transportation Specialist 1 (Motor Carrier Safety), Intermodal Transportation Specialist 1 (Bus System Safety), Senior Capital Program Analyst, Program Research Specialist 2 (Transportation), Mapping Technologist 2, Senior Administrative Analyst, Assistant Engineer (Civil/Transportation), Construction Specialist 1 (Transportation),* or Assistant Engineer (Civil).

Duties Description
This position will be located within the Main Office, Office of Design. The position may be filled in the Design Quality Assurance Bureau (Bid Document Production Support Group), Design Mapping & Automation Bureau (CADD Manager/IT Coordinator & ProjectWise Support Group), Design Consultant Management Bureau (Reporting and Resource Estimating), or the Rail Projects Group.

General duties assigned to a Senior Transportation Analyst in the Office of Design may include, but are not limited to, the following:

  • Supervises and trains subordinate staff by assigning work to subordinates; reviewing work in progress and on completion for adherence to objectives, policy, and guidelines; resolving problems of subordinates work and reassigning for further analysis if alternatives or problems develop which were not anticipated; and ensuring that findings, recommendations, and methodology are documented;

  • Recommends changes in projects and policies based on findings/analysis;

  • Consults with agency staff, representatives of State and local governments, and regulatory authorities about projects;

  • Develops criteria for evaluating program economy, efficiency, and effectiveness;

  • Performs routine mathematical operations and analyzes and interprets data, including tables, data sets, and other statistical information;

  • Attends hearings, conferences, and meetings and makes speeches and presentations about transportation studies and issues;

  • Ensures compliance of State and Regional planning with State and Federal regulations;

  • Directs the development, implementation, and maintenance of data inventory, collection, and analysis systems, including supporting documentation, based on user needs;

  • Directs regional planning activities, including providing technical assistance and advice to local authorities;

  • May perform any of the duties of Transportation Analyst as needed;

  • Assist in development of long range statewide and regional resource budgets;

  • Develop criteria to evaluate programs and projects;

  • Additional duties can be discussed during the interview

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
