The Senior Estimator, Central Projects will prepare and/or review project cost estimates at different project stages (Conceptual to Detailed Design) within the Central Projects Development group. The role will support Phillips 66 refining capital spend (Major Capital, Small Cap, etc.) supporting the 11 refining sites along with a partnered EPC firm. This role provides high visibility and growth potential opportunity within Phillips 66. The ideal candidate will have thorough experience and understanding of how estimates are developed and will independently apply estimate techniques and analysis. The Senior Cost Estimator reports to the Estimating Lead.
Responsibilities May Include:
Follow corporate cost estimate methodology and guidelines.
Participate in cost estimate kick-off meetings to establish all deliverables, including formats and cost estimate review schedule.
Ensure alignment of project scope and the cost estimate
Monitor and review the cost estimate preparation process by EPC or site to ensure that proper methodology is been used.
Ensure alignment between the cost estimate and the project schedule and execution strategy.
Assist Projects Services group in organizing the Cost Control Estimate.
Assist in the calculation of costs associated with change order or trends and/or validation.
Ensure that the cost estimate data is loaded in the corporate database.
Support Central Projects Development group to prepare early cost (FEL 0 – FEL1) estimates.
Reconcile previous approved estimate versus current approved.
Participate in estimate reviews and presentations with management.
Basic/Required Qualifications:
High school diploma or GED equivalent
5 or more years of Oil, Gas & Chemical EPC estimating experience on large projects or on multiple small projects
2 or more years of experience with AspenTech Capital Cost Estimator (ACCE)
Knowledge and experience in EPC estimating practices and methods
Preferred Qualifications:
Bachelor’s degree or higher in engineering, business or construction science; 10 years of EPC estimating work experience can be substituted in leu of degree.
7 or more years of estimating experience on large projects or multiple small projects
5 or more years of experience with AspenTech Capital Cost Estimator (ACCE)
Primavera P6 scheduling experience
