The Senior Capital Projects Manager, under the direction of the Deputy Director of Facilities in the Public Works Department or their designee, oversees the County's Capital Program, program budgets, project management, and IWMS Program and is responsible for maintaining the County's long-range capital construction program and tenant improvements. This position facilitates the coordination of the Facilities Condition Index System (FCIS) Database.

This management position is expected to schedule and budget the most complex capital projects as well as take the lead on the County's multi-discipline projects and be adept at planning and developing construction programs including needs assessments, cost analyses, budgets, schedules, project management plans, consultant requirements, preparation and review of construction documents and reports for the development and alteration of County facilities. The incumbent will have an extensive construction management background and a comprehensive understanding of construction techniques and materials.

The ideal candidate for this position will have a degree in Architectural Design, Architectural Engineering, Construction Management, or a closely related field, plus more than five years of experience in project development and management ranging in value of up to 100 million, including contract negotiation, cost estimation, budget preparation and control, project scheduling, construction administration, and providing supervision and direction to staff.

More specifically, the ideal candidate will have:

  • Experience supervising a team of project managers.
  • Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
  • Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
  • Experience supervising and managing a large number of multi-discipline projects.
  • Experience managing enterprise funds, including setting billing rates.
  • Excellent analytical and report writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.
  • Strong organization and coordination skills to maintain a large number of projects simultaneously.
  • Proficiency in the use of MS Project, Excel, word processing, and project management programs.
  • Strong interpersonal skills and ability to establish and maintain effective working relationships with clients and co-workers.
  • Effective communication skills, both orally and in writing.
Additionally, the successful candidate will have the ability to:
  • Develop and enforce work statements.
  • Monitor, review, and revise job orders, schedules, and budgets.
  • Monitor and track project progress and expenditures and implement cost controls.
  • Use computer based project management systems.
  • Work effectively in a team environment.
  • Understand and communicate to others the larger context in which the project is being completed.
  • Negotiate and resolve contract disputes.
  • Maintain client contractor relationships.
  • Make effective presentations to clients and the community.
  • Communicate effectively with the public, community groups, the media, other County departments, agencies, and private contractors.
NOTE: A Senior Capital Projects Manager in the Public Works Department who is licensed by the State of California as an Engineer or Architect AND designated by the Director of Public Works to use such license in managing a large-scale project shall receive a 5% differential, in addition to all other compensation.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is graduation from an accredited college or university with a major in Architectural Design, Architectural Engineering, Construction Management, or a closely related field AND five years of experience as a project manager of large capital projects which resulted in the completion of buildings or structures and which included three years of supervisory or lead experience.

Knowledge of: Architectural planning and design practices; architectural detailing and standards; building construction materials and methods; structural, mechanical and electrical engineering principles as related to capital projects; project development and management; contract negotiation; building cost estimates; budget preparation and control; finance mechanisms; codes, ordinances and laws concerning building design and construction; State codes and County ordinances relating to the management of construction projects; construction administration and monitoring; project scheduling; principles of supervision; computer technology and management information systems.

Skill/Ability to: Provide expert advice on architectural issues related to capital projects management; analyze department and others' needs for new or remodeled facilities and make recommendations to meet those needs; prepare contract agreements for construction and remodeling projects; manage large and/or complex construction projects from inception to completion; communicate effectively orally and in writing; establish and maintain cooperative working relationships with those contacted in the course of the work; anticipate problems and resolve disputes; collect, analyze and interpret data; apply architectural and/or engineering techniques and methods; review and approve designs and contract documents for program compliance; prepare, maintain and monitor accurate project budgets, schedules and records; prepare and present a variety of reports; use a personal computer for basic spreadsheet, word processing and project management programs; perform physical tasks such as climbing ladders and walking on uneven surfaces to observe and approve work; operate a vehicle; provide project direction to project managers.

Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%).

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualifications. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
