Job Summary


The Fiscal Analyst Senior performs a wide range of professional-level fiscal duties, including highly complex budgeting, financial analysis, research, and reporting. The analyst works independently, utilizing judgment to apply standard fiscal operations techniques, procedures, and criteria to evaluate and analyze issues, resolve problems, and make recommendations based on data and financial research. The position requires high attention to detail and a thorough knowledge of fiscal regulations, policies, and processes.
The main focus of this position will be: monitoring grant budgets and compliance, including procurement approvals and reconciling/reporting grant budget to actual expenditures; approving Professional Growth and grant travel authorizations and expense reports; ensuring compliance of all procurement card transactions with purchasing policies and procedures.

Essential Functions


  • 40%: Serves as college lead for grant requisition approvals and grant reconciliation/financial reporting; collaborates with project directors regarding grant budgets; researches and interprets regulatory compliance for state and federal grant programs; assigns grant accounting string for funded positions; liaises with Grants Accounting to set up resources for payroll and travel; trains grant-funded employees on project costing time entries then monitors timesheet entries and pay forms for accuracy; tracks approved projects and positions; extracts, compiles, analyzes and formats data obtained from various database sources; reviews, monitors, reports, and reconciles grant-related budget to actuals on a quarterly basis; investigates and resolves discrepancies; prepares and submits time/effort reports and cost transfers if needed; regularly communicates with administrators, Fiscal Manager, and Business Services team regarding grants activities.
  • 20%: Serves as the college lead for professional growth and grant-funded travel authorization and expense report approvals; applies established policies, procedures and regulations; researches, tracks, and resolves issues utilizing judgment; responds to inquiries and requests and provides technical and analytical support; serves as point of contact for faculty and staff regarding travel- related questions.
  • 15%: Conducts compliance and quality control checks for ProCard transactions; verifies documentation, tax coding, and chartfield accuracy; monitors expenses consistent with District policies.
  • 10%: Maintains and runs fiscal queries; researches, interprets, and advises on general fiscal policies, procedures, and regulations; prepares reports and documents; submits financial entries, such as journals and budget transfers
  • 10%: Conducts one-on-one and group training and makes presentations on a variety of fiscal topics.
  • 5%: Other duties as assigned

Minimum Qualifications


Bachelor’s Degree from a regionally accredited institution in finance, accounting or directly related field and (4) four years of equivalent experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment.

OR

Associates Degree from a regionally accredited institution in finance, accounting or directly related field and (6) six years of equivalent experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment.

OR

High School diploma / GED and (8) eight years of equivalent experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment.

Desired Qualifications

  • Three [3] years’ experience with principles and practices of fiscal operations in higher education, non-profit, or governmental environment
  • Three [3] years’ experience in accounting for restricted funds, such as grants or workforce funding, including regulations, laws, and guidelines
  • Advanced level PC skills with demonstrated proficiency using Microsoft Excel or Google Sheets (pivot tables, VLOOKUP) and Microsoft PowerPoint or Google Slides
  • Experience with web based financial software systems, such as PeopleSoft ERP (Financial Management System), including reporting, requisitions, travel, and procurement card modules
  • Proficiency with database software to extract/download data for reporting and data manipulation purposes
  • Experience creating reports and using data to track, analyze, interpret, and present fiscal outcomes
  • Experience presenting to and/or training others on fiscal policies and procedures

Special Working Conditions

  • May be required to work at multiple CGCC campuses or MCCCD sites
  • May be required to work evenings and weekends
  • May be required to sit for a prolonged period of time viewing a computer monitor
