Position Summary:
Provide pre-screening and security investigation administrative support to the Texas Headquarters Air Force Recruiting services on Joint Base San Antonio (JBSA) – Randolph, Texas.
Essential Job Functions:
· Perform a thorough review of trainee biographical data, personnel records, security questionnaires for education, work background, legal and financial history, alcohol/drug abuse, indicators of military adjustment, mental and emotional issues, personal characteristics, loyalty issues, and written/electronic responses on forms. Derogatory information requiring follow-up shall be documented and followed to resolution during the interview process.
· Review trainee's DISS summary to verify an initial suitability investigation has been submitted. If an investigation has not been started, notify the security support section.
· Conduct personal, in-depth trainee interviews to identify and clarify indicators of the individual's suitability or reliability for critical careers and ability to obtain a Top Secret or special access security clearance. Identify information disclosed during the interview that was not previously recorded; identify subtle deception indicators during the interview, define and resolve derogatory information; assess and record trainees’ responses on interview screening worksheets.
· Based on the available information, provide recommendations to the Government of a trainee's loyalty, reliability, and trustworthiness regarding the protection of classified information as indicated in the Federal Adjudicative Standards using documentation reviewed and documents provided by the trainee; information disclosed during the interview process and such personal characteristics as honesty, responsibility, and integrity, evaluate and provide a recommendation to the Government on the trainee's qualification to hold a Top Secret security clearance. Record trainee's qualification or disqualification in TTMS and AFRISS-TF.
· Administer Top Secret investigation for all enlisted accessions booked with an intelligence AFSC.
· Review AFRISS-TF for all applicants booked into an Intelligence position.
· Review the status of the security investigation via DISS.
· If the T3 investigation is still open, complete and submit a T5 upgrade request to the Office of Personnel Management (OPM). If the T3 investigation is closed, then update AFRISS-TF record for a Top Secret clearance and schedule applicant to go to the Military Entrance Processing Station (MEPS) or recruiting office to complete the T5 investigation submission.
· Track T5 submissions for applicants booked into an intelligence position and ensure investigation is open before applicant leaves for Basic Military Training (BMT).
· Submit a downgrade clearance request if necessary for applicants that are no longer booked into intelligence positions.
· Review SF 86 in AFRISS-TF system for disqualifying factors. If a disqualifying factor is found, notify HQ AFRS RSOPA.
· If information is needed to qualify the applicant, request the information or documents from applicant or MEPS. If needed, load the document/information in AFRISS-TF as a supporting document.
· Review all weekly reports received from 2 AF/TTOC, Det 1 and track/update security investigations status. Submit and track customer service requests (CSRs in Defense Information System for Security (DISS) to expedite or resolve the adjudication of investigations/clearances by the DoD Central Adjudication Facility. Identify any errors in investigation status to 16 AF/A2S, SSO Goodfellow, AFRS and 2 AF/TOCC, Det 1 as needed.
· Provide a monthly activity log (A003) which details the number of T3 investigations that have closed, number of TS/SCI jobs identified, number of T5 upgrades submitted, number of T5 investigations scheduled, number of T5 investigations initiated by MEPS, number of investigation downgrades, number of SF 86 reviews completed, number of applicants with possible adjudication issues, and number of contacts with field for action conducted during the work week. Provide to the COR on the first business day of each month.
· Provide a monthly activity log and report (A003) which details the number of closed investigation cases with CSRs, number of CSRs submitted, number of open cases, number of adjudicated cases, number of cases adjudicated at National Security Agency (NSA) sites, and number of SF 86s reviewed. Provide to the COR on the first business day of each month.
Education and Experience:
· Three (3) to five (5) years of current relevant Security Specialist experience.
· Three (3) to five (5) years of experience conducting face to face interviews.
· Completed training courses specializing in personnel security (i.e., Introduction to Personnel Security, and Introduction to DoD Personnel Security Adjudication provided by the Center for Development of Security Excellence (CDSE).
· Shall have a final U.S. Government issued TOP SECRET security clearance.
