GENERAL STATEMENT OF DUTIES: The Sealer of Weights and Measures performs inspectional and technical work within Norfolk County communities by testing, inspecting, weighing, and measuring. In addition, handles consumer complaints, enforcement ensuring compliance with state and local laws and regulations, and performance of all other related work as required.
SUPERVISION RECEIVED: Work is performed under the administrative direction of the Assistant County Director.
DUTIES AND RESPONSIBILITIES: The Sealer of Weights and Measures performs inspectional and technical work in Norfolk County communities by the testing, inspecting, weighing and measuring devices, including inspections which would include but not be limited to gasoline dispensers, scales found in stores that are used to determine price, oil trucks, retail cash register scanners, and heavy capacity truck scales. Test and seal all retail weighing and measuring devices including retail scales, gas pumps, and taxicab meters.
· Investigate and respond to customer inquiries.
· Maintain current certification of standards for weight and measuring devices through the National Bureau of Standards, State Director of Standards, and other state inspectors.
· Perform scheduling of routine inspections of retail stores, to ensure use of proper techniques in weighing goods.
· Excellent organization and the time management skills
· Perform routine inspections of oil truck deliveries to ensure compliance with regulations.
· Enforcement to ensure compliance with state and local laws and regulations, and performance of all other related work as required.
· Deliver invoices and track budget and expenses for services.
· Perform other related duties as required, directed, or as the situation dictates.
QUALIFICATIONS:
· Associate’s Degree in engineering technology, environmental science, public health or similar filed preferred.
· High school diploma or GED required, Associate’s Degree preferred.
· Valid Driver’s License.
· Certification by Massachusetts Division of Standards preferred.
· Successful completion of State Examination, or ability to complete within one year of employment.
· Proficiency in Microsoft Access, Excel, and Word, preference to those familiar with the WIMWAM Weights & Measures Tracking System.
KNOWLEDGE, ABILITY, AND SKILL:
Knowledge:
· Working knowledge of all safety requirements, including the proper and safe handling of all volatile materials including fuels oils and gasoline.
· Knowledge of the Massachusetts General Laws M.G.L. c. 98 and c. 295.
· Knowledgeable of the material in the National Institute of Standards and Technology.
· Handle appropriate inspection procedures for determining the accuracy of weights and measuring devices.
· Proper methods of fuel delivery.
· Avoirdupois, Metric, Troy, and Apothecary measurement systems.
· Basic mathematics, such as addition, subtraction, multiplication, division, ratios, percentages, etc.
Ability:
· The ability to work in multiple communities within Norfolk County.
· Compute the recognized tolerances of linear measuring devices, taximeters, prepackaged items, and scales.
· Apply specification and standard measurements.
· Taxi odometer and computation charges, and ability to compute the acceptable tolerances of taxis.
· Ability to advise businesses, government agencies and consumers in weights and measures regulations and requirements firmly, tactfully, and impartially.
· Maintain sensitive, confidential information, manage, and organize complex records.
· Multitask to complete assignments in a detailed, timely and organized manner.
· Climb to moderate heights and lift and carry weight up to approximately 50 pounds.
· Sealer of Weights and Measures inspections are required by M.G.L. c. 98 and c. 295 of the Acts of 1998 and must be scheduled on an ongoing basis.
Skill:
· Skill in operating equipment required for position.
· Strong oral and written terminology and communication skills including reporting.
· Excellent interpersonal skills in dealing with the public.
PHYSICAL REQUIREMENTS: This can be a moderately physical position. Required work may involve setting up equipment for inspections which may be difficult to negotiate, Lifting/moving of objects/materials typically weighing up to 50 lbs., such as small equipment/tools, records/files and office supplies will be required at times. Must have the ability to walk prolonged distance and be able to bend, kneel and squat as necessary. The working environment is highly variable from an office setting to all types of environments indoor and outdoor which could be extreme at times.
