Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.
Experience Qualifications: Four years of administrative/clerical or equivalent experience required; bookkeeping and/or purchasing experience preferred.
Skills Qualifications: Ability to communicate with others in an effective and tactful manner; knowledge of School Nutrition Program (SNP) policies and procedures; knowledge of purchasing administration procedures; excellent customer service skills; ability to manage multiple priorities; ability to work as an effective team member; ability to follow oral and written instructions quickly and accurately; ability to detect and correct errors in standard English language usage; ability to represent Gwinnett County Public Schools (GCPS) in a positive and professional manner; and strong computer skills with a working knowledge of Microsoft Office programs.
Primary Responsibilities: Support the School Nutrition Program (SNP) through development, implementation, and evaluation of procurement procedures, contract management, administrative support, organizing, and supervising orders, delivery, and receipt of purchased and donated items.
1. Act as the liaison between the SNP Department and the local schools as itrelates to order and delivery of goods and products.
a. Attend and participate in SNP meetings where order and delivery will bediscussed.
b. Disseminate all pertinent information related to order and delivery to the local schools.
c. Assist local schools with any problems, issues, and questions related to order and delivery.
d. Act as the liaison between the local school and the contracted vendors toresolve problems, issues, and questions.
2. Organize the procurement process for the SNP Department.
a. Assist in the development of all procurement solicitations by partnering with key staff within the department.
b. Partner with the Purchasing Department regarding procurement method(Request for Proposal [RFP], BIDs, Quotes), written specifications, contract requirements, and e-procurement.
c. Assist the Purchasing Department with procurement scoring, references, and award documentation.
d. Prepare procurement award documents as directed and submit for review.
e. Procure non-food items as directed including small and large equipment, packaging, uniforms, software, chemicals, and purchased services.
f. Serve as the liaison between the Department of Education and SNP forany approvals necessary for single and/or sole source provisions.
3. Organize the purchasing process for the SNP Department for all awarded contracts.
a. Assist with forecasting and planning and communicate that information to the appropriate vendors.
b. Create ordering information for the local schools.
c. Communicate purchasing procedures to the local schools.
d. Monitor purchases that are taking place and address any issues, problems, and questions from our local schools and our vendors.
e. Act as the liaison between vendors and the local schools.
f. Partner with the appropriate staff to obtain menu information and product placement plans.
4. Responsible for emergency management of purchasing due to inclement weather conditions, recalls of product or any other event that disrupts regular operations.
a. Communicate changes to our order and delivery procedures to both ourvendors and our local schools due to inclement weather conditions.
b. Communicate pertinent order and delivery changes to our local schools due to a recall, whether it is a voluntary or mandatory recall.
c. Document events and actions taken in response to the recall as directed.
d. Ensure product and/or service recovery after any type of emergencymanagement has taken place.
5. Assist with USDA Entitlement Funds management processes for the department.
a. Ensure that the appropriate processing agreements are in place before entitlement fund diversion takes place.
b. Assist with the diversion of entitlement dollars as directed.
c. Ensure entitlement dollars are reflected in the final contract price todepartment.
6. Assist with back office software support.
a. Assist in maintaining inventory, nutritionals, and correct pricing as needed.
7. Provide central office support for the SNP Department.
a. Provide general office support for the department as needed.
b. Participate in telephone coverage as needed.
c. Communicate in businesslike, courteous, and efficient manner.
d. Assist other central office staff with assigned responsibilities as needed.
e. Attend meetings and conferences for SNP staff as assigned.
f. Teach portions of training classes as directed and as they relate to this position.
8. Provide audit support as needed for the SNP Department.
a. Provide any documentation that is requested.
9. Perform other duties as assigned.
a. Assist with any projects or tasks as requested.
