The Public Library of Youngstown and Mahoning County (OH) seeks a Safety and Security Specialist who manages, directs, and implements Library-wide security and emergency preparedness programs and operations. Responsible for coordinating efforts to establish, promote, and maintain the safety and security of library staff, facilities, property, and materials. Leads efforts to develop and maintain a safe environment for both employees and patrons including appropriate training and education. Assists in developing policies and procedures for dealing with emergency response, incidents, situations or issues which would affect the safety of PLYMC employees or patrons; the administration or performance of library operations; the security of library properties or assets. Leads coordination with law enforcement, as appropriate, requests for investigative and/or prosecutorial assistance. Oversees the Library partnership with third-party security vendors as well as managing security information management and life safety systems.

  • Coordinates the development, maintenance, and implementation of policies and procedures to ensure the safety and security of patrons and staff. Maintains operating procedures for effectively handling emergencies involving patrons and staff in the event of accidents, tornado, fire, and life safety emergencies, catastrophic events, injuries, security incidents, threat, etc.
  • Manages day-to-day use of in-building security systems and access, as well as incident database. Coordinates with appropriate counterparts in Facilities, IT, HR and Public Services to customize and upgrade those systems.
  • Develops and maintains life safety manuals and evacuation plans and procedures of buildings including advising Library Leadership as to best practices regarding security issues and collaboration with Library Operations and Experience staff to define security needs and policies.
  • Provides comprehensive, ongoing training and communicates to staff and security contractors regarding life safety issues and procedures. Operates and coordinates the maintenance and testing of alarm systems including burglar alarm systems, access control system, panic alarm systems and fire alarm systems.
  • Responsible for the proper performance of safety and security procedures system-wide. Conducts and oversees thorough investigation and reporting of all accidents, injuries, fires, property theft or damage and other incidents at the Library. Ensures that all records and reports are properly distributed and archived.
  • Serves as the Library’s liaison to external security vendors, and coordinates with security vendors to ensure quality performance of contract security officers. Acts as a liaison and/or coordinator with police, fire, and law enforcement authorities. Maintains records related to fire inspections, unusual occurrences and security investigations. Responds to fire and security alarms and incidents after normal working hours. Serves as Administrative liaison to the Library’s Safety Committee and provides staff with information as to the interpretation and application of security policies and procedures.
  • Assesses the work environment, identifying modifications needed to support a safer and more efficient workplace and to minimize workplace hazards. Creates and implements programs that will assist employees to avoid repetitive stress, cumulative trauma, and other injuries and impairments. Collaborates with supervisors and managers to offer practical suggestions to enhance the safety and productivity of work environments.
  • Keeps informed of current security trends, legislation, techniques and equipment, and participates in professional organization.
  • Works cooperatively with administrators, manager, staff, local law enforcement agencies and fire officials.
  • Any and all other duties as assigned.

QUALIFICATIONS

  • Bachelor’s degree in criminal justice, law enforcement, public administration or related field from an accredited college or university. Graduate of Ohio Peace Officer Training Academy or closely related field preferred.
  • Five years of law enforcement and/or security experience, of which one to three years of experience must be in administration/management preferably in an organization or institution serving the public.
  • Must have a valid driver’s license and maintain a driving record acceptable to the Library’s insurance provider.
  • May be “On call” during off-hours for emergency response and may work beyond normal working hours, including weekends and holidays when necessary.
  • Must be able to move frequently throughout the workday. Must have the ability to safely, frequently and independently move and handle a minimum of 75 lbs. to a minimum height of 2 feet and weight minimum of 5 feet.
  • Ability to maintain effective relationships with staff, contractors, vendors and patrons. Ability to read, analyze, and interpret documents such as safety rules, and procedure manuals. Ability to appraise potential problem situations and discreetly and effectively diffuse incidents without disruption of services to the public. Ability to maintain control in emergency situations and to gain confidence of the staff and security officers.
  • Knowledge of security processes and procedures; library policies and procedures; and in depth knowledge of law enforcement procedures and techniques. Ability to facilitate and coordinate training sessions and team meetings effectively and efficiently. Ability to seek out new methods and principles and be willing to incorporate them into existing practices
  • Demonstrated knowledge of Life Safety Systems (security systems, fire alarm, access control, closed circuit cameras) operations and components to include devices, programming, power and wiring, circuitry, and controls.
  • Ability to work with patrons from diverse socioeconomic and culturally diverse backgrounds and promote justice, equity, and inclusion in a respectful and professional manner that reflects the Library’s values. Demonstrated understanding and commitment to community-oriented security and safety.
  • Proven leadership ability with good interpersonal, verbal and written communication skills and the ability to communicate effectively with various cohorts, including formal presentations. Ability to effectively communicate with staff, security officers, patrons, law enforcement personnel, and local fire officials. Ability to write reports and business correspondence clearly and informatively.
  • Ability to use Internet and other electronic reference resources, e-mail, spreadsheet, and office software. Ability to learn automated system functions used in carrying out job duties. Demonstrates strong technology skills with the ability and willingness to learn new skills quickly.
  • Respects and maintains confidentiality of patrons, peers, direct reports and department.

COMPENSATION

This is a non-exempt position with a starting annual salary of $61,000 (negotiable with experience) and an excellent fringe benefit package including a pension plan with the Ohio Public Employees Retirement System (OPERS).
