Project Overview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.


The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.


This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.


Position Summary

Develops, integrates and implements aspects of project-related Safety and Health (S&H) (including medical and industrial hygiene), processes, plans, procedures, systems, methods and policies critical to the success of S&H. Ensures that technical complex requirements are properly interpreted by evaluating and applying appropriate S&H principles and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with S&H requirements applicable to the assigned project. Provides leadership for the development and maintenance of high-performance S&H project teams. Provides technical assistance and supervisory direction to other safety and health project personnel. Maintains overall responsibility for project ES&H execution, ensuring project is adhering to contract requirements, standards of quality, and to customer and Bechtel ES&H performance expectations.


Receives technical and functional guidance from the NS&E ES&H Manager. Receives general supervision from the WTCC Project Director. Directly manages/supervises other WTCC safety and/or health personnel and provides technical oversight and direction to vendors and/or contractors/subcontractors. May also supervise contract S&H personnel.


Maintains relationships with internal organizations, customers, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of S&H functional responsibilities into project proposals, design specifications, construction plans and schedules, and subcontractor bid packages. Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards as they apply to the project. Maintains frequent communications with representatives of Bechtel or client insurance brokers/carriers to obtain and exchange information on claims and the loss prevention program. Maintains contact with other environmental, safety and/or health personnel to keep informed of changing requirements and to provide technical assistance as needed.


Responsibilities include, but are not limited to:

  • Guides, coaches, and motivates team performance and those directly associated with implementing ES&H processes, procedures, systems, methods, and policies critical to the success of ES&H as they apply to the project.
  • Promotes integrity, technical competence, and commitment to S&H.
  • Works with ES&H GBU management implementing bid decisions, proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with ES&H requirements.
  • Provides technical support to feasibility studies, site assessment studies, and project risk assessments.
  • Informs and ensures that ES&H requirements are incorporated into processes and procedures with subcontract, engineering, and construction personnel.
  • Develops and supervises the implementation of the ES&H plan for a specific project or facility in accordance with established policies, systems, processes, procedures and methods, client and/or host country requirements and regulations.
  • Supervises and/or performs daily monitoring of work practices of Bechtel and other contractors/ subcontractors.
  • Leads meetings with customers, project team members, and contractors/subcontractors to communicate on project specific ES&H mitigation plans, training programs, and technical reports.
  • Stops work in dangerous situations or conditions having imminent adverse ES&H impact. Stipulates acceptable work practices that are to be implemented before the work can be resumed.
  • Coordinate with the GBU ES&H Manager in personnel activities, such as recruitment, policy administration, compensation administration, and employee development.
  • Supervises and conducts project accident investigations and notifications; documents factors contributing to an incident and ensures the preparation of required reports.
  • Participates, as directed by the GBU ES&H Manager and Legal and Risk Management, at hearings or litigations involving recent or past injuries, accidents or work-related illnesses that occurred on projects/facilities.
  • Coordinates inspection tours of regulatory compliance officers who are auditing the project/facility for compliance with government ES&H requirements. Accompanies the compliance officer(s) during the audit; ensures that all inspection reports are prepared and retained for legal defense should litigation result.
  • Manages the development of cross-training of personnel in professional or discipline-specific skills, techniques, and procedures.
  • Manages the operation of the medical/first aid treatment facilities.
  • Manages implementation of project ES&H orientation and training of project manual/non-manual personnel.
  • Ensures environmental compliance inspections of project construction activities are conducted to monitor compliance with environmental requirements including contractual commitments, permits, and the Construction Environmental Control Plan (CECP).
  • Consults with occupational medical consultant in developing procedures which include sanitation and health inspections of facilities required to support the project for activities such as immunizations, rescue, emergency transportation, and evacuation.
  • Interprets applicable ES&H standards and supervises their integration into projects and facilities processes and procedures.
  • Executes all other ES&H duties as assigned by GBU ES&H management.


Qualifications and Skills

Basic Qualifications:

  • Bachelors degree from an accredited university and 15+ years of ES&H, construction, engineering, or other related experience or in lieu of a degree, 21+ years of experience in ES&H, construction, engineering, or other related fields.


Minimum Qualifications:

  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Must possess the right to work and remain in the US without sponsorship.
  • Intermediate knowledge of Microsoft Office applications.
  • Excellent oral and written communication skills.
  • Excellent organizational skills.
  • Extensive knowledge of engineering and construction systems, methods and work processes. Broad knowledge of construction planning, estimating, procedures, and execution.
  • Knowledge of ES&H sciences/engineering systems, principles, and methodologies.
  • Knowledge and understanding of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
  • Extensive experience in implementing and managing ES&H training programs.
  • Demonstrated ability to develop and analyze information for studies and reports.


Preferred Qualifications:

  • Possess the right to work and remain in the US without sponsorship. Current or prior DOE experience.
  • Knowledge of Bechtel’s organizational structure, functions, and administrative procedures.
