Job Overview:
As a testament to APTIM's significant investment in the Whole Community Approach to Emergency Management, the Resilience division of APTIM is actively seeking a mid-level Disaster Recovery Specialist to perform grants administration working hand-in-hand with the state /local government at all levels, with communities and individuals to guide them through the Public Assistance process; identify potential mitigation opportunities and may also provide advice on other federal grant programs used to support remaining unmet recovery needs.
The successful candidate will have in-depth knowledge of Federal and State Recovery Programs and Initiatives, including the FEMA Public Assistance grant programs and their implementing laws, regulations, policies and guidance including knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of a wide variety of grants administration issues and problems. The specialist will have significant experience addressing strategic issues in disaster recovery operations including issues that have complex political and programmatic elements.
The candidate may be enlisted to support more complex projects or serve as a mid-line supervisor. They will be flexible and solutions-oriented, showing they are prepared for sudden challenges or situations that arise.
Key Responsibilities/Accountabilities:
- Understand the interaction of the Public Assistance program and other federal grant programs in a variety of circumstances including but not limited to:FEMA Public Assistance program
FEMA Hazard Mitigation Grant program
US HUD CDBG-DR program
US DOT FTA ER program
US DOT FHWA-ER program
- Perform grant-related pre- and post-award functions, including preparation of reimbursement request packages, financial reporting, reconciliations, and grant closeout functions required by Grants and Contracts Administration.
- Support damage assessments in the field with federal, state, and local officials; and communities
- Capture costs of emergency work performed by client staff or contractors
- Prepare grant documents that support the repair or replacement of a facility or structure in order to restore it to its pre-disaster design and function.
- Make hazard mitigation determinations and recommendations to reduce or eliminate the chance of damages occurring in the future
- Prepare accurate and timely financial reports as needed.
- Works with Grant Manager and Program Manager on cash flow forecasts for programs.
- Review and provide account codes, when appropriate, for proper project accounting.
- Coordinate with the Accounting/Finance team to process journal entries to various projects if needed.
- Produce budget and expense analysis report.
- Develop data reporting and analytics
- Perform ad-hoc financial analysis in response to requests.
- Identify potential impacts / implications of policy changes to Federal/State/local programs and provide briefings as required.
- Communicate financial results with appropriate program staff, informing them of financial position of the project.
- Ensure compliance of grants with Grantors policies/procedures and rules/regulations.
- Reviews and ensures compliance with law, regulation, policy and guidance at federal, state, local and other applicable levels
Basic Qualifications:
- Bachelor's degree in a related field
- 7-10 years of FEMA Public Assistance program experience
- Experience working in FEMA New PA Delivery Model
- Advance to expert understanding of Public Assistance, 428, 404 and 406 Mitigation.
- Demonstrated ability to interpret grant policy and procedures, to read and interpret grant guidelines and contracts, and to communicate effectively orally and in writing. The ability to assist with preparing written reports and conducting analysis.
- Superior organizational skills, attention to detail, and ability to prioritize and manage multiple tasks; Ability to work as part of (or lead) a team to accomplish objectives under tight deadlines and intense situations
- Excellent communication skills
- Experience with Microsoft Office suite of applications
- Required travel may vary depending on disaster and client
- Ability to mobilize and deploy to a client work location within 24-48 hours
Desired/Preferred Qualifications:
- Certification as a Project Management Professional from the Project Management Institute or equivalent
- Public Assistance grants management as an applicant advocate or applicant
- Experience to estimate in a variety of ways using multiple cost-estimating tools and orders of magnitude during the lifecycle of the grant process, considering both abstract and concrete methodologies
