Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

Program and Job Description:

NYC Department of Health and Mental Hygiene (NYCDOHMH)'s Office of Emergency Preparedness and Response (OEPR)was created to promote DOHMH's and NYC's ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation of incident response, exercise performance and coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response.

OEPR's work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR's employees are expected to align their work with OEPR's efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Support Readiness and On-Call Staffing Capacity.

  • Coordinate maintenance and continuous operability of multiple on-call schedules to support the rapid mobilization of Agency staff for emergency response, working directly with on-call staff, their supervisors, when needed, and DOHMH programs.

  • Maintain on-line systems to track staff and emergency role assignment to manage the various on-call positions.

  • Support onboarding and retention of key response leadership and staff, including assignment of emergency response roles, as well as orientation and training of on-call staff.

  • Support DOHMH programs to develop, implement, and train staff on updated response protocols based on evolving agency approach to emergency response.

  • Support and complete time-sensitive projects relevant to emergency protocol development, communications, response, and evaluation, as needed.

  • Assist in developing, writing, and updating emergency management preparedness guidelines and protocols related to notifications, mobilization and coordination of initial actions and communications for an emergency.

- Identify and resolve gaps related to notification processes and workflow in existing Agency- and Division-level emergency management plans.

Maintaining situational awareness of public health threats.

  • Assist with planning and implementation of the Agency's initial response actions to an emergency to notify and mobilize key emergency response staff.

  • Use existing situational awareness tools (e.g., Microsoft Teams) and other applications/ technology solutions, systems, and equipment, as appropriate, to support and maintain situational awareness to emerging and ongoing threats.

Additional Responsibilities.

  • Serve as a key member of the Agency's ICS structure during emergency incidents and responses to planned events.

  • Be assigned to an on-call role and work non-business hours during emergency responses.

  • Participate in emergency preparedness trainings, drills, and exercises.

  • Undertake preparedness-related special projects, as assigned.

Minimum Qual Requirements

1.Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or

2.A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or

3.A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.
