TQI Solutions has an immediate need for an experienced Proposal Pricing Analyst to support our Corporate Office in Norfolk, Virginia.

Proposal Pricing Analyst

Position Overview: Under the supervision of the Chief Marketing officer (CMO), the proposal Pricing Analyst is responsible for overseeing all aspects of the development of the pricing volume for proposals. The Analyst is responsible for preparing and overseeing price/cost volume responses to Requests for Proposals (RFPs) and/or Requests for Quotations (RFQ). Specifically, this includes analyzing contract requirements, special provisions, and terms and conditions to ensure compliance with RFP requirements and corporate policies. Successful candidate will work collaboratively with the Vice President of Business Development, Capture Manager, Senior Contracts Manager, Finance Department, Human Resources, and Recruiting. The Analyst will ensure all costs are captured and to provide the customer with a competitive and compliant price proposal. The Analyst will assist in the development of the pricing strategy, identifying risks and interpreting RFP/RFQ solicitation requirements.

The Analyst will work on proposal opportunities that cover a broad spectrum of TQI Solutions business areas and a diverse customer base within both the Department of Defense and Federal Civilian agencies. The opportunities will largely be competitive but may also include sole source. Price proposal development will include complex task orders spanning various contract types that include Firm Fixed Price (FFP), Time & Material (T&M), and Cost-Reimbursable Type contracts including Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), and Cost-Plus Incentive Fee (CPIF). The cost/price analyst will also support developing cost models for contract modifications, etc. The Analyst will be responsible for maintaining complete proposal documentation and files.

Primary Duties and Responsibilities:

  • Participate in and lead the proposal pricing process to include:
  • Developing cost volume completion schedules
  • Assisting the Capture Manager in the development of pricing strategies
  • Coordinate subcontractor Requests for Quotations (RFQ's)
  • Support internal Gate Review process for pricing reviews with management team
  • Analyze and compile cost/price data
  • Develop cost narratives
  • Lead final preparation of cost volumes.
  • Prepare cost volume documents in a timely manner.
  • Work closely with multiple departments/groups (i.e; Business Development, Contracts, Human Resources, Finance, Recruiting, etc.) to ensure accuracy and coordination of cost proposals and to collect all data necessary to properly develop the cost/price proposal.
  • Provide price/cost proposal leadership throughout the capture and proposal phase
  • Perform key cost model internal reviews during the proposal phase (green team)
  • Work with Contracts/Subcontracts to prepare subcontract RFQ's by analyzing contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and procedures.
  • Work with Capture and Proposal Manager to integrate basis of estimates (BOE's), and program strategy into a winning proposal.
  • Researches and analyzes historical data and develops pricing models to support proposal efforts
  • Responsible for collecting cost and pricing data, developing the structure of the cost proposal, interfacing with technical and operations staff to understand the scope of work
  • Ensure the cost proposal will formulate, communicate and implement an integrated cost/technical proposal strategy that provides the customer a clear and valid justification for their selection.
  • Responsible for preparing timely, accurate and compliant price proposals in accordance with Request for Proposal (RFP) specifications, FAR/DFARS requirements, and corporate procedures
  • Support audits and participate in cost proposal clarifications or negotiations.
  • Perform other duties as assigned.

Required Qualification and Experience:

  • Bachelor's degree with 4 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience, or a Master's degree with 2 years of stated experience
  • Proficient with Microsoft Office (Primarily Excel, Word and PowerPoint)
  • Flexibility to work non-traditional hours, when necessary, in an often stressful, deadline-oriented environment
  • Demonstrated knowledge of Government proposal development
  • Excellent problem solving and organizational skills
  • Excellent verbal and written communication skills
  • Experience and knowledge of all contract types including FFP, CPFF, CPAF and T&M

Preferred Qualifications:

  • Advanced Excel skills (write complex formulas, produce live models, code VBA, etc.)
  • Knowledge of the government regulations FAR and DFARS
  • Knowledge of Cost Accounting Standards (CAS) and accounting/proposal auditing techniques

Remote/telework will be considered for approximately 25% of the time. No travel is required.
