PROJECT OVERVIEW
The Nevada Department of Transportation (DEPARTMENT) is undergoing a replacement of its current Advanced Traffic Management System (ATMS) software. The Traffic Operations Division facilitates the operation and maintenance of the ATMS. The ATMS is critical for the operation of Intelligent Transportation System (ITS) devices that provide real-time traffic information to both the Road Operation Centers (ROC), the DEPARTMENT’s collocated facility with Regional Transportation Commision’s Freeway & Arterial System of Transportation (RTC-FAST) Traffic Management Center (TMC), and the traveling public.
The selected service provider for the new ATMS software is IBI Group, a California Partnership (IBI GROUP), and is under contract with the DEPARTMENT as part of Agreement P183-22-016 (PROJECT). IBI GROUP is to deploy, update, maintain, and monitor a user-friendly ATMS that efficiently and effectively operates the DEPARTMENT ITS Devices. Through modern design, the ATMS will increase both capabilities and efficiency of the ROC and TMC operations. The IBI GROUP will ensure that all technical, security and accessibility requirements are met, and provide 24/7 support for system operators.
The DEPARTMENT requires a full-time PROJECT MANAGER (PM) to manage the activities of the ATMS project, which the DEPARTMENT does not have the staff to perform. This position will be required to physically attend work at the DEPARTMENT’s office in Carson City, NV. The PM will manage the ATMS project on the DEPARTMENT’S behalf, with minimal oversight. The PM is responsible for project deliverable review, progress reporting, and coordination with IBI GROUP and the DEPARTMENT to ensure the PROJECT is performed within the agreed-upon scope, schedule, and budget.
SCOPE OF WORK
The PM is responsible for monitoring and coordinating with IBI GROUP to ensure that the deliverables of the PROJECT are completed on schedule and within the allocated budget. This includes but is not limited to reviewing documents, providing guidance on project-related activities, coordinating with stakeholders, scheduling & leading meetings, managing resources, implementing change practices, creating & managing project schedules, and mitigating potential delays.
The PM is required to continually provide progress reports on the status of the PROJECT to the project stakeholders. Additionally, they will update the Traffic Operations Project Status Report on a weekly basis and attend a weekly project status meeting. When necessary, the PM will seek approval from the Principal ITS Programs and Operations Engineer for project related decisions.
The PM is required to manage the budget of the PROJECT. This includes:
- Reviewing invoices submitted by IBI GROUP to ensure they meet the requirements of the PROJECT and the DEPARTMENT
- Creating payment vouchers using the DEPARTMENT payment voucher system to reimburse IBI GROUP
- Tracking budget expenditures, invoices and payment vouchers for the PROJECT in a project ledger
- Completing budget estimates and requests for the PROJECT for each budget period
The PM is responsible for drafting agreements related to the PROJECT, including task orders and amendments when requested.
The PM will perform any additional duties requested by the DEPARTMENT related to the PROJECT, including but not limited to:
- Drafting and/or performing presentations for various audiences
- Attending webinars, peer exchanges or other meetings
- EXPERIENCE AND SKILLS REQUIRED
Have a minimum of five (5) years of experience as a project manager for the implementation of complex software applications.
Have a bachelor’s degree or combination of complementary education, experience, knowledge, skills, and abilities or equivalent experience in computer sciences, information systems, software engineering, electrical engineering, or a similarly related field that applies to this position.
The ideal candidate should have the following skills and at least one of the following certifications:
- Have excellent oral, written, documentation, and presentation skills.
- Have a proactive nature risk management with the ability to solve problems.
- Have excellent customer service, interpersonal, and communication skills.
- Solid organizational skills including attention to detail and multitasking skills.
- Project Management Professional (PMP) certification.
- Scrum Master certification.
- Experience with project management software tools.
Job Type: Contract
Pay: $80.00 - $85.00 per hour
Schedule:
- 8 hour shift
- Monday to Friday
