Netorian is seeking a Project Manager.

Netorian is seeking a Project Manager to lead the Maryland State Board of Elections (SBE) procurement and deployment of a new statewide voting system – New Voting System (NVS) Project – to be implemented prior to the 2026 election cycle. The current voting system is set to expire in March 2025. The procurement of the new voting system is being initiated during the calendar year 2023 to ensure adequate time for RFP development, publication, and the procurement lifecycle as well as the implementation of the solution in time for the 2026 Gubernatorial Elections.

The Project Manager will lead and manage NVS project execution and project team members assigned to the project. The Project Manager will be responsible for completing the Maryland Department of Information Technology (DoIT) system development life cycle (SDLC) deliverable requirements for a major project. The Project Manager will report directly to the Agency's Information Technology Project Management Director and other management and staff to perform the activities associated with the statewide uniform voting system and the electronic pollbook system. The Project Manager will ensure compliance of the voting systems with State of Maryland Regulations and SBE directives and procedures.

Clearance:
  • Must be able to pass a Maryland State criminal background check.
Education:
  • Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or other related disciplines.
  • Master's degree or project management certification preferred.
Experience:
General:
  • At least five (5) years of experience in project management.
Specialized:
  • Ten (10) years of experience in IT-related project management able to demonstrate leadership roles in at least three (3) successful projects that were delivered on time and on budget.
  • Experience with Agile project management methodologies.
  • Experience with projects impacting multiple systems and applications.
  • Five (5) years of experience with elections or elections-related projects.
  • Experience with Google Suite and Smartsheet.
  • Experience identifying business, functional, and technical requirements.
  • Experience developing Request for Proposals (RFPs).
  • Excellent communication skills.
Description of Work:
  • Provide project leadership and management for the New Voting System (NVS) project and the project team as directed by SBE and the State's Department of Information Technology (DoIT) which has oversight responsibilities for Major Information Technology Development Project (MITDP) efforts.
  • Develop and maintain project plans and subsidiary plans to include stakeholder and communication management.
  • Develop and manage the project WBS and schedule.
  • Identify, track, and monitor project milestones and deliverables.
  • Manage RACI matrix and associated updates.
  • Assist with the completion of the annual Information Technology Project Request (ITPR) and any external agency or legislative report request (e.g., Joint Chairman's reports).
  • Lead in the development of the Request for Proposal (RFP) for the new voting system and any related procurement requirements.
  • Manage the development of the business, functional, and technical project requirements.
  • Manage critical paths for the project.
  • Develop and Document staff training plan if required.
  • Provide oversight and Input on the development and execution of the project training plan.
  • Create weekly status reports for the project as required.
  • Coordinate and manage the project scope and budget (estimates and actuals) including any changes during the project's lifecycle.
  • Assist with the identifying, recruiting, and onboarding of project team members.
  • Facilitate internal meetings with the project team and key stakeholders.
  • Manage project team members' contract administrative requirements including work schedules, timesheets, and status reporting.
  • Complete other project documents as defined by the Information Technology Project Management Director (ITPMD) such as SWOT and Risk Analysis.
  • Manage the project's risk and issues register.
  • Develop, manage, and maintain the project's dashboard.
  • As needed, coordinate project-related tasks and deliverables with other SBE projects and tasks.
  • Manage project deliverables to ensure timelines are achieved.
  • Provide support to other agency business needs as directed (for example, Agency Election Management System (AEMS) integration with new VSS solution).
  • Complete ad hoc assignments as defined by the agency ITPMD.
  • Complete other related duties as assigned.
