Position Summary

Responsible for managing all aspects of capital construction projects and major maintenance projects including: engineering design, writing of technical specifications, scopes of work and contract documents; detailed cost estimating for budget preparation and project planning; monitoring construction; negotiates change orders and project modifications; approves contractor pay requests; maintains project documentation; presents project proposals and status updates at public and Board of County Commissioners meetings.

What You Will Do

  • Develops and manages the creation of full project plans and documentation including original engineering designs, construction plans, contract documents, bid packages and advertisement for bid.
  • Prequalifies architects/engineers for consulting services.
  • Develops Request for Proposals (RFP’s) and Request for Qualifications (RFQ’s) for solicitation of professional services.
  • Reviews submitted bids for construction projects and recommend award of contracts.
  • Performs project administration duties including preparing requests for proposals, processing progress payments, preparing cost projections and reports and conducting final close-out of completed projects. Inspects completed projects to ensure compliance with specifications.
  • Inspects and monitors construction methods and materials to assure projects are in compliance with plans and technical specifications.
  • Directs and monitors the department’s Project Management System for all engineering and construction related activities. This includes development of project personnel and resource budgets and time schedules, monitoring of budgets and schedules and taking appropriate actions to maintain said budgets and schedules.
  • Documents all phases of construction projects, especially for compliance with any state or federal grant requirements and submit progress payment requests for reimbursement to the County.
  • Obtains bids or quotes and orders materials.
  • Arranges for materials tests and construction inspections.
  • Reviews and prepares engineering designs, quantity take offs and project cost estimates.
  • Assists with field surveys, field note reductions and surveying calculations.
  • Investigates complaints and recommends solutions.
  • Prepares a variety of studies and reports.
  • Represents the department before community groups, civic groups and governmental agencies concerning engineering and construction activities.
  • Prepares and recommends priority lists for long-range capital project planning, including cost estimating.
  • Responds to customer service requests and evaluates requests for validity and recommend solutions or improvements.
  • Financial responsibility and accountability for bookkeeping and accounting, providing input in budget development, tracking expenditures, managing/controlling expenditures and reviewing and approving contractor pay requests, preparing requests for reimbursement to grant agencies, negotiating change orders and contract modifications.
  • Performs other duties as appropriate or necessary for performance of the job.
  • Coordinates road, bridge, drainage and facility related construction and maintenance projects including utility entities.
  • Prepares bid packages and manages the award of contracts, receipt of materials and payment to contractors for miscellaneous materials such as gravel, chip seal or crack seal.
  • Retro-fitting drainage and roadway improvements into existing rights-of-way when reconstructing roads with a long history of existing improvements and infrastructure such as irrigation laterals, tail water ditches and utilities.
  • Performs engineering and administrative work such as hydraulic studies, culvert sizing and drafting specifications.
  • Resolves conflicts with prior improvements in the field as they arise during construction.
  • Familiar with all Federal Highway Administration and Colorado Department of Transportation requirement including local agency agreements, environmental clearances, certified payrolls, equal opportunity employment and very extensive documentation requirements for every phase of the design and construction.
  • Knowledge of the principles and practices of civil engineering as applied to the design, construction and maintenance of roads, bridges and public rights-of-way.

What You Have

EDUCATION:

  • Bachelor’s Degree from an accredited four-year college or university in Civil Engineering required.
    Note: Any acceptable combination of related education, training, and experience that provides the required knowledge, abilities, and skills may be considered as a substitution.

EXPERIENCE:

  • Minimum of three (3) years of experience in general Civil Engineering design and cost estimating; Surveying, construction; and contract management required.

LICENSES & CERTIFICATIONS

  • Valid Colorado Driver's License required

  • Registration as professional engineer is preferred.
