The Division of Community and Volunteer Services, Office of Economic Opportunity is seeking a Program Consultant Sr. This position will be responsible for ensuring adequate fiscal oversight and evaluation of effectiveness of Community Action Agencies (CAA’s) and statewide Community Action organizations to: ensure compliance with state and federal laws and regulations; provide technical assistance and training to office and agency staff on appropriate financial management; reviews agency reports, financial invoices, audits, budgets, fiscal policies/procedures; and provide assistance as needed to the Neighborhood Assistance Program, State Plan, and other Office of Economic Opportunity programs, including responding to ad hoc requests from the division and the department.

Minimum Qualifications

  • Education, training, and experience in fiscal management or fiscal grant administration.
  • Experience/knowledge of monitoring practices to ensure financial compliance with federal/state programs.
  • Demonstrated ability to determine the compliance and risk levels of sub-grantees and offer training and technical assistance.
  • Proficiency with using Microsoft Office, particularly Microsoft Excel.
  • Organized and detail-oriented with strong communication and analytical skills.
  • Ability to manage multiple projects simultaneously.
  • Demonstrated ability to form positive, supportive working relationships with highly diverse organizations.

Preferred Qualifications:

  • Bachelor’s Degree in Accounting/Finance and/or equivalent combination of education, training, and experience.
  • Understanding of Generally Accepted Accounting Principles (GAAP) and Office of Management and Budget Uniform Guidance.
  • Ability to provide training/technical assistance on financial management and financial compliance.
  • Specific knowledge of Community Services Block Grant (CSBG) requirements and regulations.
  • Comprehensive experience interpreting statute/regulations.
  • Knowledge of Temporary Assistance for Needy Families (TANF) funding and uses.
