VACANCY: This examination is being held to establish an eligible list to fill future vacancies as they occur. An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8-52 weeks where candidates will be evaluated based on performance of duties. Probationary trainee appointments are for a period of one year, following which incumbents receiving satisfactory evaluations will be advanced to the title of Probation Officer without further examination or probation.

MINIMUM QUALIFICATIONS:Candidates must meet the following requirements on or before the date of the written test:
Graduation from a regionally accredited college or university or one accredited by the
New York State board of Regents to grant degrees, with a Bachelor’s degree or
higher with at least thirty (30) credit hours in the social or behavioral sciences, [PLEASE
ATTACH A COPY OF YOUR OFFICIAL TRANSCRIPT TO YOUR APPLICATION].
SPECIAL REQUIREMENT: Where required, possession of a current driver’s license or the ability to otherwise meet the transportation requirements of the position.
Note: Social science includes areas of study concerned with humans living in relation to other humans in a social environment and such as anthropology, criminal justice, economics, geography, history, political science, psychology and sociology.
Behavioral science is a subset of social science characterized by observation of the behavior of living organisms and focused on human social behavior such as psychology, sociology, anthropology, counseling, criminal justice, gerontology, human behavior, social work/social welfare and vocational rehabilitation.
Note: Individuals whose duties and responsibilities include the use of a firearm must also complete training pursuant to Criminal Procedure Law Section 2.30(3).
Note: The class specifications including the minimum qualifications for positions in Probation Departments are established by rule and regulations of the Division of Criminal Justice Services. These class specifications are found in Title 9 NYCRR Part 347, Appendix H-10, Standard Specifications for Professional Probation Positions.
Note: This position is allocated to the competitive class pursuant to Executive Law Section 257(1).
NOTE: You may file for this examination if you expect to complete the educational requirement by July 31, 2023. If successful on the examination, however, you will not be certified for appointment until you have submitted proof of completion of the educational requirements to Genesee County Human Resources. Proof must be submitted no later than 2 months after the completion date. Failure to do so will result in removal of your name from the eligible list.
SPECIAL REQUIREMENTS: As a condition of employment, all candidates hired must successfully complete the following Peace Officer Training components within one (1) year of date of appointment:
1. 89.5 hours in the Office of Probation and Correctional Alternatives (OCPA) Fundamentals of Probation Practice program within the first year of employment;
2. 47 hours of Firearms/Weapons training as approved by DCJS provided by the employer within one (1) year of date of appointment, whether or not the new officer is authorized to carry or use a weapon on the job.
PSYCHOLOGICAL EVALUATION: Prior to appointment, you will be required to participate in a psychological evaluation to determine your fitness to perform the essential duties of the position. Failure to meet the standards set forth in this evaluation will result in disqualification.
Applicants will be subject to an extensive background investigation, and pre-employment drug testing to determine their suitability for employment with the Department.
If you are offered employment, you must be willing to submit to criminal history checks by both the Division of Criminal Justice Services (DCJS) and The Federal Bureau of Investigation (FBI) and. Those checks will be subject to a fee determined by each respective agency, and that fee must be paid by you at the time the fingerprints are taken. Conviction of a felony will bar, and conviction of a misdemeanor or other offense may bar appointment.

NOTE – FILING FEES: Genesee County Human Resources has temporarily waived the collection of examination fees for all candidates beginning with Civil Service examinations scheduled after June 1, 2022 through December 31, 2023.
TYPICAL WORK ACTIVITIES:
Participates in an in-service training program regarding the investigation, supervision,
counseling and coaching duties and responsibilities of a Probation Officer I and
develops goals and objectives to ensure the successful completion of the training
program;
Under the direct supervision of a probation professional, gathers, verifies, reviews and
analyzes social, medical, mental health, substance abuse, sex offender, legal and
other documentation and by interviewing defendants/respondents, victims, law
enforcement personnel and other case related individuals to conduct pre-plea/pre-
sentence/pre-disposition investigations;
Under the direct supervision of a probation professional, prepares reports regarding persons
awaiting disposition of the courts;
Under the direct supervision of a probation professional, conducts risk and need
assessments and evaluates results for pre-trial, investigation, and supervision
purposes;
Under the direct supervision of a probation professional, promotes risk reduction by providing
direction and support to help the probationer change factors that promote and
maintain criminal/delinquent behavior; coaches probationers to select new patterns of
thinking, feeling and behaving and develop new attitudes and skills which help sustain
a constructive and law-abiding relationship with the broader community and reduce
the likelihood of becoming re-involved in criminal or delinquent behavior.
Under the direct supervision of a probation professional, prepares progress reports on
probationers and periodically reviews case histories to determine the degree of
adjustment;
Under the direct supervision of a probation professional, prepares a final case report once a case is closed;
Under the direct supervision of a probation professions, prepares violation reports;
Under the direct supervision of a probation professional, prepares case/supervision plans
and explains conditions of sentence/disposition to probationers;
Under the direct supervision of a probation professional, monitors probationer’s compliance
with conditions of probation;
Under the direct supervision of a probation professional, performs drug/alcohol screenings,
and collects DNA samples from probationers;
May develop and maintain professional relationships with other social and law enforcement
agencies and cooperates with them in matters of mutual interest such as assisting
probationers with life adjustments;
May arrange for medical, mental health, substance abuse treatment or other services
according to individual probationer’s needs or court orders;
May testify in court or at violation hearings;
May use a firearm in performing duties and exercising authority pursuant to departmental
policy.

EXPANDED SUB-TEST DESCRIPTION:
Advising and Interacting with Others- These questions test for the ability to interact with other people in order to gather and present information and to provide assistance and advice in a courteous and professional manner.
Preparing Written Material- These questions test for the ability to write the kinds of reports and correspondence required in criminal justice settings such as probation and parole. Some questions test for the ability to present information clearly and accurately. Others test for the ability to organize paragraphs logically and comprehensibly.
Evaluating Conclusions in Light of Known Facts- These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
Applying Written Information- These questions evaluate a candidate's ability to read, interpret and apply rules, regulations, directives, written narratives and other related material. You will be required to read a set of information and to appropriately apply the information to situations in various settings. All information needed to answer the questions is contained in the rules, regulations, etc. which are cited.
Test Guide:
The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination.
Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit. Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam. This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination. The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.
VETERANS: Additional credits are available to veterans who meet certain established requirements. Veterans who have not exhausted their credits should make application for their use, if desired. A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS. DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY:
In conformance with Section 85-a of the Civil Service Law, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit must provide the necessary documentation to verify additional credit eligibility within thirty (30) days of the examination date. No credit may be added after the eligible list has been established.
