Supplemental Information

It is the duty of the East Bank Levee/East Jefferson Levee District Police Department to patrol and inspect the levees and floodwalls that surround Jefferson Parish and to check various gauges and flood structures to ensure the integrity of the levee system.

The Department also serves to protect lives and property, while also enforcing federal, state, and local laws through active mobile and/or foot patrols.

This job is being announced as a promotion and is open for application to current permanent classified state employees only.

This position is in a Career Progression Group (CPG) from Police Officer 1-A to 3-A. The incumbents of these positions perform responsible, commissioned, law enforcement duties to in the prevention of crime and to protect life and property, while armed and uniformed. At the highest level of the CPG the incumbent performs the full range of police services with an emphasis on the enforcement of Jaws and the investigation of crimes and accidents, in addition to serving as lead worker over lower level officers.

Qualifications

MINIMUM QUALIFICATIONS:

Two years of experience in law enforcement work.
SUBSTITUTIONS:
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience.
NECESSARY SPECIAL REQUIREMENT:
Must have attained eighteenth birthday at time of appointment.
An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
May be required to possess a valid Louisiana driver's license at time of appointment.
For some positions, evidence of POST certification must be submitted at the time of the application.
May be required to qualify annually with a firearm.
For some positions, applicant must be eligible for bond.
NOTE:
All classified jobs in State service with police officer and wildlife enforcement titles qualify as law enforcement.
Jobs outside State service that will qualify as law enforcement are those performed while commissioned with the power of arrest.
Military police in the armed services are law enforcement; security/guard duty is NOT qualifying.
NOTE:
Any college hours or degree must be from an accredited college or university.

Examples of Work

The East Jefferson Levee District jurisdictional area falls under the umbrella of the Southeast Louisiana Flood Protection Authority-East (SLFPA-E) and includes Jefferson Parish, New Orleans and St. Bernard parishes on the East Bank. Specific duties include, but are not limited to the following:

75% - Law Enforcement x

Protects life and property, with an emphasis on law enforcement, crime prevention, crime and accident investigation and arranging emergency services. Incumbents patrol an assigned area on foot or in a vehicle to detect and prevent crime.

Inspects and reports on the condition of 107 miles of earthen levees and floodwalls, 1400 acres of levee turn maintenance area, 200 land-based floodgates and 6 navigational floodgates, 3 permanent canal closures and pumps, and various valves along the levee system.

Responds to complaints/requests for law enforcement assistance. Investigates disturbances, suspicious activities, and crimes. Intervenes in situations, using force if necessary to restore order, to prevent interference with normal operations or to protect life and property. Empowered to make arrests if necessary. Interviews witnesses; identifies, collects and preserves evidence. Transports offenders to Orleans Justice Center or turns them over to the appropriate authority. Completes all related reports regarding incidents.

Answers phone and logs calls. Logs out hand radio units. Dispatches officers to sites of reported crimes, accidents or disputes. In the event of injuries, arranges for appropriate medical emergency response.

Inspects assigned vehicle and equipment regularly to ensure that items are in proper working order. Reports any malfunctioning equipment or vehicle.

Renders emergency first aid if necessary and calls for ambulance, fire department or any other needed support when necessary. Serves as Incident Commander of major incidents/events until the arrival of a higher authority.

Works special assignments involving large crowd control operations, surveillance activities, and matters involving selective enforcement activities.

Participates in large-scale crowd control on the Lakefront during peak season. Assists the New Orleans Police Department (NOPD) and the Jefferson Parish Sheriff’s Office (JPSO) with crowd control during Mardi Gras. Also provides backup to NOPD, JPSO and other agencies in other law enforcement activities as requested.

Provides security to visiting dignitaries.

Provides complex law enforcement services involving criminal investigations, collection of evidence, arrests and testimony in court cases.

Provides traffic enforcement, issuing citations for traffic or parking violations. Enforces motor vehicle laws and conducts motor vehicle accident investigations. Enforces DUI/DWI statutes. Administers breathalyzer and field sobriety tests.

Testifies in court regarding issued citations or handled situations.

Sets up barriers or barricades when roadways require closing due to inclement weather, special events, criminal investigations or other events. Directs traffic.

Issues citations, summons for violations of statutes.

Patrols areas adjacent to the SLFPA-E.

Responds to calls in the area and assists NOPD and JPSO already on the scene.

As requested, provides assistance to other law enforcement entities, including the Jefferson Parish Sheriff s Department, the Department of Wildlife and Fisheries, the FBI, the Secret Service, the DEA, the US Coast Guard, the US Customs Department, and the Department of immigration and Naturalization. When requested, assists other law enforcement departments in detaining aircraft arriving at the New Orleans Lakefront Airport.

Completes all records and reports related to law enforcement activities, including activity sheets, radio logs, time and attendance reports, accident reports, etc., and provides to Police Sergeant for review.

NOTE: In emergency situations (hurricanes, flood conditions, or other warranting situations), the incumbent must report for duty as assigned and shall remain on duty until specifically released by the proper authority or until such emergency conditions subside. At such times the incumbent may be required to perform any and all activities required to alleviate the situation, e.g. lifting and placing sandbags, securing facilities, placing barricades, directing traffic, etc.

PHYSICAL REQUIREMENTS: Incumbents must be able to safely and efficiently operate all police vehicles and equipment, and must be able to lift, throw, and place 40-50-pound sandbags during emergencies and disasters.

OTHER REQUIREMENTS: Incumbents must be assessed by a certified psychologist as suited for law enforcement duties. Incumbents must possess and maintain a valid driver’s license and must be able to acquire and maintain police commission from the Louisiana Department of Public Safety. Incumbents must be POST certified, i.e., must have completed all requirements under law as prescribed by the Peace Officer Standards of Training (POST) Council Academy before the end of the probationary period.
