Job Description

JOB SUMMARY: Responsible for the scheduling and block time utilization of Upper Chesapeake Health, including Upper Chesapeake Health Center and Harford Memorial Hospital. Works closely with the Director of Surgical Services in the day-to-day management of resources required to provide analytical and reporting support to the leadership of Surgical Services, including capital and operating budgeting, supply chain, payroll, and related activities. Responsible for fostering and building physician partnerships to include OR, PACU, Central Sterile and Pre-Surgical Testing.

Qualifications

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
Education & Training: Education & Training: Associate’s degree in Nursing, Business or Informatics is required. Bachelor’s degree in Nursing, Business or Informatics is preferred.

Work Orientation & Experience: Two (2) years of experience implementing or managing OR scheduling/documentation systems including the surgical block utilization process required. Minimum of five (5) years recent experience as a circulator, nurse educator or analyst in the operative arena preferred. Ability to compile and support the development and implementation of perioperative metrics and benchmarking standards within an operative services setting. Experience in the utilization of database, spreadsheet and word processing tools in order to conduct analysis of OR statistical reports. Experience with perioperative departmental budgeting and the ability to educate staff using adult learning principles. Demonstrated project management experience required.

Skills & Abilities: Strong planning, analytical and written skills; strong socialization, organizational and time management skills; ability to demonstrate effective leadership behaviors; advanced computer and analytical skills, particularly with Microsoft Office products and core hospital and operating room systems. Applied critical thinking, emotional intelligence, negotiation and relationship building skills. Ability to manage, direct and influence others.

Additional Information

1. Runs perioperative reports for Group and Individual Block Time, Surgeon Lateness, ORM reports and

schedules. Maintains current data of individual and group physician block time utilization. Maintains

current data of individual physician – based procedure times. Performs analysis and interprets data for

accuracy and trends, including manual manipulation of data and use of pivot tables. Performs daily

maintenance and oversight of reports.

2. Trouble shoots and handles account issues in conjunction with patient accounting, registration, and

materials management.

3. Responsible for the annual Capital Budget process in conjunction with the clinical directors –

researches needed equipment and submits the requests through ECRI for review on pricing included in

quote. Completes PO requests quarterly and submitting them for appropriate approval signatures.

4. Researches significant variances found in the monthly revenue and expense report, formulating an

action plan to correct the variance in conjunction with the clinical directors. Evaluates charges for

appropriateness in view of cost per procedure.

5. Verifies payroll.

6. Compiles census statistics and distributes the reports as specified.

7. Resolve conflicts and procedural questions related to Surgical Block time committing to current

scheduling and block policies. Collaborates with Clinical Coordinators, Clinical Directors and Anesthesia

team members to provide support. Works closely with the Shift Coordinator, Anesthesia Charge, Clinical

Director and other team members to develop and maintain an efficient OR schedule.

8. Promotes revenue integrity in Perioperative Services by better use of our IT and related systems.

Oversight of OR Revenue Analyst and daily billing activities.

9. Supports the growth of surgical volume in conjunction with the Periop Directors ensuring access to

and efficiency in surgical services.

10. Develops and promotes a constructive, positive atmosphere within the work area by demonstrating the

ability to maintain cooperation with and assist fellow health team members. Acts as a preceptor for new

team members. Verifies and approve the final version of the surgical schedule for the following day.

Reviews/Edits scheduling desktop, addresses any foreseen conflicts in surgical schedule in a timely

manner. Trouble shoots and manages any scheduling issues for the surgeons office in conjunction with

charge nurse/manager as needed. Works with schedule first to resolve scheduling conflicts that may occur.

10. Provides team member education with the scheduling office, surgeon offices, and team members in

conjunction with OR educator.

11. Compiles census statistics and distributes the reports as specified for meetings/quarterly Scheduler’s

breakfast in conjunction with clinical director.

12. Provides share point set-up and direction to surgeon’s offices when on-boarding. Works with

surgeon’s office to resolve on-going share point issues as they arise.

13. In coordination with Perioperative Director, researches significant variances found in the monthly revenue and expense report, formulating an action plan to correct the variance. Evaluates charges for appropriateness in view of cost per procedure.

14. Serves as liaison between patient accounting, materials management, and Perioperative team.

15. Interacts with and contributes to the professional development of peers and colleagues.

16. Assures the environment of care is maintained according to regulatory guidelines.

17. Integrates ethical provisions in all areas of practice by delivering care that protects patient outcomes,

dignity, rights and confidentiality.

18. Performs other duties as assigned.
