Pennsylvania State Coordinator

Overview: Pheasants Forever Inc. and Quail Forever (PF & QF) seeks a State Coordinator to work collaboratively with the Pennsylvania Game Commission (PGC), USDA-Natural Resources Conservation Service (NRCS), and other partner agencies and organizations to deliver strategic conservation objectives and lead the Pennsylvania Conservation Delivery team. The overarching objective of the position is to provide state-level leadership and coordination of current and future partnership efforts, program delivery, and project management. Increased coordination and management provided by this new position will improve support and oversight of staff, promote more effective communication and collaboration with partners, and accelerate effective mission delivery within Pennsylvania. The State Coordinator will report to the Northeast Region Director of Conservation Delivery.
Responsibilities:
- Lead and coordinate all conservation delivery efforts in Pennsylvania. Directly supervise Senior Farm Bill Biologist, Coordinating Biologists, and Habitat Specialist.
- Ensure alignment with the PA State Strategic Plan and coordinate with Conservation Programs staff, Field Service Representative and Development staff to set and achieve annual accomplishment and fundraising goals for strategic plan delivery.
- Serve as the PF & QF principal liaison to the PGC, NRCS, and other agency and NGO partners. Plan and organize annual PGC partnership meeting and other regular partnership communications.
- Represent PF & QF on relevant committees and working groups such as the NRCS State Technical Committee, the PA Prescribed Fire Council, and the PA Sportsmen and Women Policy Work Group.
- Work closely with the PF & QF Senior Farm Bill Biologist, NRCS Assistant State Conservationists and State Office, and PGC Private Lands Chief to manage and coordinate the Farm Bill Biologist Program including hiring, training, supervision, reporting, budgeting, and agreement administration. Work closely with NRCS State Biologist to facilitate important communications regarding USDA program and planning requirements to PF & QF staff.
- Oversee and coordinate PF & QF’s involvement in state habitat initiatives and programs such as the Keystone Quail Initiative, PA CREP Partnership, collaborative NFWF grants, etc.
- Develop proposals for, coordinate, and administer grants and other relevant funding opportunities that help deliver the PF & QF mission and partnership priorities, while increasing efficiency by leveraging resources.
- Ensure continued funding of the state coordinator position and other PA program staff through grants, agreements, program recoveries, chapter and donor support, and other sources.
- Work closely with PF & QF Grants and Agreements staff to project and manage budgets and provide timely and accurate performance reporting for all PA grants and agreements. Ensure accurate and timely expense reporting and timesheet management for all PA staff.
- Work closely with the PF & QF Field Service Representative to coordinate chapter habitat improvement projects on State Game Lands and provide leadership to chapters on state habitat and outreach initiatives and priorities. Assist with planning and execution of PF & QF state and district meetings, staff meetings, and Conservation Operations meetings at National Pheasant Fest and Quail Classic.
- Identify, develop, and implement new and innovative programs and partnerships that accelerate habitat efforts (e.g. agribusiness and precision agriculture, energy industries, pollinator, and water quality interests).
- Work with PF & QF Marketing and Communications Team and partners to develop magazine articles, social media posts, press releases, podcasts, and other media content to inform the public and PF & QF members of conservation successes, issues, and opportunities in PA.
Required Knowledge Skills and Abilities:
BS in Wildlife or related field with at least 5 years of professional experience. MS in Wildlife or related field is preferred.- Excellent oral and written communication skills as well as organizational skills.
- Demonstrated ability to lead and coach effectively
- Ability to work effectively with multiple partners and staff.
- Ability to work independently with little supervision and with diverse clientele.
- Experience working with USDA Farm Bill programs is strongly preferred.
- Project management, budgeting, and grant writing experience preferred.
Starting Salary
: $55,000 to $60,000 commensurate with skills and experience (see benefits summary at www.pheasantsforever.org/jobs )
