About the Indiana Utility Regulatory Commission (IURC):
The Indiana Utility Regulatory Commission is an administrative agency that hears evidence in cases filed before it and makes decisions based on the evidence presented in those cases. An advocate of neither the public nor the utilities, the Commission is required by state statute to make decisions in the public interest to ensure the utilities provide safe and reliable service at just and reasonable rates.

Salary Statement:

The salary for this position traditionally starts at $88,661 but may be commensurate with education or work experience.

The Indiana Utility Regulatory Commission's (IURC) overall mission is to ensure that safe, adequate, efficient, and reliable utility services are provided at just and reasonable rates; that the interests of all stakeholders are effectively evaluated and balanced; and that the well-being of the state, its economy and its citizens are advanced, protected and preserved.

The Pipeline Safety Division’s (PSD) mission is to ensure the safe and reliable operation of Indiana’s pipeline transportation system by enforcement of state and federal pipeline safety regulations. This mission is accomplished largely through inspections, investigations of pipeline accidents, training, outreach programs, and enforcement through compliance actions and monetary sanctions.

The Pipeline Safety Operations Manager is responsible for overseeing all technical aspects of the pipeline safety program and for ensuring the overall quality of the PSD’s inspection activities and its technical compliance with Federal and State Pipeline Safety regulations. The Pipeline Safety Operations Manager also analyzes regulatory changes and oversees the development of new inspection policies and procedures as required. Lastly, the Pipeline Safety Operations Manager is the primary supervisor of the PSD’s information system and is responsible for ensuring its overall effectiveness and optimization.

The workplace location for this position may be the IURC’s office in Indianapolis with optional remote work under the State’s Flexible Work Arrangements policy OR another location within the geographical boundaries of Indiana, depending on the location of the applicant and as may be agreed upon by IURC management.


A Day in the Life:

Duties and responsibilities of this position include:

  • Providing guidance and technical direction to other members of the PSD regarding regulations, Inspection processes and procedures, information systems and enforcement activities.
  • Helping to ensure that overall enforcement activities of the PSD are optimized through the ongoing development, maintenance and application of an objective, data-driven, risk-based approach to planning and scheduling inspection activity and allocating limited PSD resources.
  • Monitoring industry performance and industry related initiatives and developing proactive steps and measures as needed. Preparing and managing the yearly pipeline inspection schedule based on the strategic master inspection plan.
  • Serving as a primary PSD point-of-contact and coordinator for incident investigations
  • Developing new programs in response to regulatory changes (e.g. – hazardous liquids, damage prevention, control room management, DIMP, etc.).
  • Completing selected inspection activities and developmental initiatives.
  • Assisting the Division Director in managing assigned aspects of the Pipeline Safety Program.


What You'll Need for Success:

  • Education and Experience Requirements
    • Must have at least 7 years of experience in the pipeline industry and;
    • Either a bachelor’s degree or 10 years or more of leadership or management experience.
  • Prefer the individual already be certified or attempting certification thru Pipeline and Hazardous Materials Safety Administration’s (PHMSA) Training and Qualification Center.
  • The employee must possess and maintain comprehensive knowledge of federal and state pipeline safety laws, regulations, policies and procedures.
  • The employee must possess and maintain comprehensive knowledge of engineering principles, industry practices and technical standards for the construction and operations and maintenance of natural gas and hazardous liquids transmission and distribution pipelines.
  • The employee must be able to work independently, including scheduling their time and making arrangements necessary to fulfill their duties.
  • Employee must possess excellent communication skills.
  • Employee must be able to remain calm and professional when dealing with emergency situations including those associated with serious accidents or violations.
  • This position will have rotating on-call responsibilities

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports; however, supervision may be assigned based on agency needs.
