The Rescue Mission will be opening a Runaway & Homeless Youth (RHY) Shelter for the Greater Syracuse’s lesbian, gay, bisexual, transgender, and questioning (LGBTQ) population ages 0 – 18. The RHY Program Manager will manage processes and provide leadership and guidance in shift operations. This position will supervise, coach, train and direct a multifaceted team delivering human services to youth living in the Runaway & Homeless Youth Shelter.
Duties & Responsibilities:
- Manages and develops professional staff by recruiting, selecting and orienting employees; developing, implementing and coordinating an initial and ongoing training schedule for new hires and current employees; coaching and disciplining employees; delegating authority.
- Ensures that the program regulations meet the requirements of OCFS including, but not limited to, staffing, documentation, and reporting.
- Oversees and participates in day to day shift operations including completing intakes and rounds, monitoring facilities, giving out personal care items and bedding, enforcing guidelines as appropriate and maintaining a clean and safe environment.
- Identifies client service needs and desires by establishing rapport with clients while maintaining appropriate professional employee-client boundaries at all times.
- Achieves program financial objectives by participating in the development of annual budgets, overseeing budget expenses such as staff hours, overtime and supplies ensuring proper stewardship of resources.
- Cultivates an atmosphere of cooperation and caring consistent with the values of the Rescue Mission. Fosters a team-approach by building rapport, problem solving, and networking with other Programs and departments in the Rescue Mission.
- Ensures full shift coverage according to the program requirements. Interviews and selects new employees when needed.
- Maintains compliance with regulatory guidelines for all contract policies, regulations and requirements. Ensures the integrity of Billing and Census record keeping and confirmation processes.
- Maintains client confidentiality by keeping a strict “need to know” policy for handling confidential information.
- Provides input into Case Management plans for each resident; works with case managers and Intake Coordinator to ensure appropriate admission, transfer and discharge of residents
- Identifies current needs for services and future trends by evaluating information obtained through networking with related service providers, reviewing results of customer surveys, assessing current programming operations and researching future trends.
- Participate in daily, weekly, monthly, and annual planning process as appropriate.
- Promotes a safety-first attitude by setting a positive example and ensuring all employees are following safety policies and procedures.
- Perform all duties and responsibilities in a timely and effective manner in accordance with established organizational policies to achieve the overall objectives of this position.
- Models the employee-client boundaries at all times
- Regular and predictable attendance is an essential requirement of the job.
- Perform other duties as assigned.
Requirements
- Valid NYS Driver License in compliance with company driving criteria required.
- B.A. in Psychology, Social Work, Sociology, or a related field required.
- Minimum 2 years’ experience in the field of addiction recovery and/or mental health, advocacy, social work.
- Familiarity with LGBTQ+ challenges, as well as cultural and linguistic competency regarding age, ability, sexuality, gender identity and expression, race, ethnicity, class, and other characteristics that affect the lives of diverse youth.
- Experience in supervising, coaching and developing staff.
- Experience in public development and awareness.
- Prior experience working with homeless, addicted and/or mentally disabled clients desired.
- Approval from the Office of Child & Family Services (OCFS) is required.
- Sensitivity and compassion for the homeless population.
- Passion for the mission and vision of the organization.
