The Bay Area Air Quality Management District (Air District) is a regional government agency. The Air District's statutory mandate is to regulate stationary sources of air emissions. The Air District accomplishes this goal through regulation of industrial facilities and conducts various outreach and incentive programs designed to encourage clean air choices. The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
The Air District is recruiting for the position of Manager in the Technology Implementation Office (TIO). This is a full-time, exempt, management position. There is one (1) vacancy.
The TIO was established in 2017 and its mission is to advance emerging solutions to reducing greenhouse gas emissions for the transportation and industrial source sectors. TIO connects climate technologies and customers by providing financial incentives (through grants and loans) as well as technical and matchmaking support. Climate technology areas include zero emissions vehicles and infrastructure, zero emissions energy storage and backup systems, composting, and waste-to-energy projects (co-digestion, waste treatment, anaerobic digestion, combined heat and power). By supporting the scale-up of climate technologies, TIO can help achieve state and regional greenhouse gas emissions targets, reduce emissions in impacted communities, while also making technologies cost-effective even in regions without strong climate policies.
DEFINITION
Under administrative direction, performs mid-level management duties with responsibility for a section, program or defined functional area; and performs related work as assigned.
Incumbents in these positions make decisions which impact the daily operations and implementation of established procedures and policies of the related sections and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources.
Develops and implements goals, objectives, policies, procedures, and work standards for the assigned programs.
Directs, organizes, assigns, reviews, and evaluates the work of assigned staff; selects and trains staff and provides for their professional development.
Develops and implements assigned incentive programs.
Develops, reviews, and recommends improved methods and procedures.
Prepares and presents reports and recommendations regarding programmatic, operational and policy issues to the Board, various committees, District management, and other groups.
Analyzes and reviews local, state, and federal legislation to determine its impact on the District.
Directs the preparation, maintenance, verification, and reconciliation of a wide variety of reports.
Directs the maintenance of and maintains accurate records; prepares clear and concise reports, correspondence and other written materials.
Responds to requests for public information regarding the District's policies, procedures and operations.
Represents the District and assists the Director as assigned.
Prepares and administers budget(s) for assigned programs.
Education and Experience:
A typical way to obtain the knowledge and skills is:
Equivalent to graduation from a four (4) year college or university with major coursework in a job related field and four (4) years of professional level work experience preferably in a public agency, of which at least two (2) years were at a supervisory level. Some positions may require specialized training, education and experience.
