The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role as a Management Analyst 5. This is a full-time, permanent position, located at the Department of Corrections Headquarters in Tumwater, WA. This position may be eligible for telework but will require in office work.

The Management Analyst 5 (MA5) functions as an expert in researching, training, analyzing, and making recommendations regarding information governance issues. The person in this position will provide expert advice, consultation, and work product to executive management, internal departments, outside stakeholders and Information Governance (IG) staff on IG processes and procedures.

Duties

Key responsibilities of a Management Analyst 5 include, but are not limited to:

Quality Assurance

  • Review work unit product to identify areas of training need
  • Develop and maintain assessment tools in order to ensure quality assurance surrounding information governance duties
  • Research and follow changes to laws, regulations, policies, procedures, and court cases regarding information governance topics
  • Develop and maintain a searchable resource library for training, job aids, and relevant information to staff

Create and deliver training and job aids to Information Governance staff based on adult learning theory

  • Develop and deliver training materials and job aids
  • Work collaboratively with staff and supervisors to adapt and deliver training and training expectations to meet the needs of the learners
  • Maintain an understanding of and research new laws, policies, and agency litigation that directly affect information governance
  • Assist in identifying agency risks in curricula and determine needs for additional training, job aids, and action plans

Research, analyze, recommend, and implement process improvement solutions

  • Lead team problem solving and process mapping events
  • Produce detailed reports, workflows, and other documents to present information for further action and decision making
  • Create detailed project and communication plans

Qualifications

Required Qualifications:
Option 1:
  • A bachelor’s degree or higher from an accredited college or university in public administration, law, business administration, or a related field
Option 2:
  • At least four (4) years of combined experience leading developing, or coordinating work that focuses on continuous improvement, performance measurement, conducting research, policy analysis and/or development, leading/implementing business projects or developing training
AND

Demonstrated competency in the following:
  • Analysis and problem solving
  • Communication and interpersonal interaction
  • Research and analysis
  • Proficiency in Microsoft Programs to include Word, Outlook, and Excel
Desired Qualifications:
Demonstrated minimum of 2 years’ experience in the following:
  • Developing, implementing, and teaching training materials to adult learners
  • Program/project planning including experience with assessment, implementation, monitoring, and evaluation.
  • Leading and managing multiple complex projects at the same time
  • SharePoint and other Office 365 programs
  • Handling public records, records information management and/or privacy issues

Telework Details
This position may be eligible to telework after initial in-office training is complete. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
